To the QUESTION OF INTERACTION of INSTITUTIONS of the SIBERIAN OFFICE of ACADEMY OF SCIENCES OF THE USSR AND HIGHER EDUCATIONAL INSTITUTIONS In TOMSK (1960-1991)

In article issues of interaction of research institutes of the Siberian office of Academy of Sciences of the USSR and higher educational institutions in Tomsk reveal. Forms of cooperation of the academic and high school science in the 1960-1980th are listed and disclosed. The fact that the academic science in Tomsk arose on the basis of high school scientific forces is highlighted. The author showed a contribution of the leading Tomsk scientists to issues of interaction of the academic and high school science.

Tomsk is known as the city in which the scientific and educational complex is developed. During the studied period in the city the Tomsk State University (TSU), the Tomsk polytechnical institute (TPI, nowadays - the university), the Tomsk institute of automated control systems and radio electronics (the THIARMS, now - Tomsk State University of control systems and radio electronics) and others successfully functioned.

Public financing in the 1950-1960th allowed to open a number of new institutes as a part of TPI: Scientific research institute of nuclear physics, electronics and automatic equipment (subsequently scientific research institute of nuclear physics), scientific research institute of high tension, scientific research institute of electronic nondestructive testing (now - scientific research institute of nondestructive testing) and others. As a part of TGU the scientific research institute of applied mathematics and mechanics, scientific research institute of biology and biophysics appeared. An important role in the system of high school science was played by the Siberian physics and technology institute of EL of Kuznetsova1 at the Tomsk state university (SFTI) opened in 1928

The Tomsk scientific and educational complex received a new boost of development in the 1970th in connection with creation of research institutes FROM Academy of Sciences of the USSR (nowadays - the Siberian Branch of the Russian Academy of Science). The outstanding scientist, the RAS academician Vladimir Evseevich of Zuyev2 was an initiator of creation of the Tomsk academic science.

In August, 1968. The presidium of Council of ministers of the USSR adopted the resolution "About development on -

uchny researches in Tomsk" according to which two academic institutions FROM Academy of Sciences of the USSR - Institute of optics of the atmosphere and Institute of chemistry of oil opened. The presidium FROM Academy of Sciences of the USSR in February, 1969 issued the resolution on creation of Institute of optics of the atmosphere (since 2006 - Institute of optics of the atmosphere of V.E. Zuev of the Siberian Branch of the Russian Academy of Science).

Especially it is necessary to emphasize that the first academic institution of Tomsk - Institute of optics of the atmosphere FROM Academy of Sciences of the USSR was created on the basis of laboratory of infrared radiations of SFTI at TGU.

In the next years several academic institutions FROM Academy of Sciences of the USSR were organized. Among them - Institute of chemistry of oil (1970), special design bureau of scientific instrument making Optika (1972, nowadays - Institute of monitoring of climatic and ecological systems of the Siberian Branch of the Russian Academy of Science), Institute of silnotochny electronics (1977), Institute of physics of durability and materials science (1984) and other scientific structures. The famous scientists M.F. Shostakovsky, G.A. Mesyats, V.E. of Panin3 were organizers of the Tomsk academic scientific research institutes.

In December, 1978 on the basis of above-mentioned academic scientific research institutes the Tomsk branch FROM Academy of Sciences of the USSR was created (now - Siberian Branch of the Russian Academy of Science scientific center). FROM Academy of Sciences of the USSR V.E. Zuev was appointed the chairman of Presidium of the Tomsk branch.

On January 29, 2004 on a facade of the building of IOA Siberian Branch of the Russian Academy of Science the commemorative plaque devoted to V.E. Zuev's memory was established. December 19, 2006. The presidium of RAS made the decision on assignment to Institute of optics of the atmosphere of V.E. Zuev.
3 M.F. Shostakovsky is a chemist, the corresponding member of Academy of Sciences of the USSR. Graduate of biochemistry department of medical faculty of the Irkutsk state university (1929). From 1960 to 1970 was the director of Institute of organic chemistry FROM Academy of Sciences of the USSR. The director-organizer of Institute of chemistry of oil FROM Academy of Sciences of the USSR (1970-1973).

G.A. Mesyats is the largest expert in the field of relativistic electronics and electrophysics. Graduated from electrical power faculty of TPI (1958). The director-organizer of Institute of silnotochny electronics FROM Academy of Sciences of the USSR (1977-1986). Chairman of Presidium of the Ural office of Academy of Sciences of the USSR (RAS) (1986-1996). Since 1987 - the vice president of Academy of Sciences of the USSR (RAS). From 1998 to 2005. A. It is necessary to tell that from the moment of the organization in Tomsk of the first institute FROM Academy of Sciences of the USSR the close interrelation of the academic and high school science is traced.

In scientific literature several forms of cooperation and interactions of the academic and high school science are distinguished. Among them - joint carrying out scientific research, use of material and technical resources, training of highly qualified specialists, completing of libraries, the organization and holding of conferences, symposiums and scientific seminars. The Tomsk higher educational institutions and academic institutions actively cooperated in all listed directions during the studied period.

The perspective of scientific research of scientific research institute of the Tomsk campus developed gradually and was connected with the leading higher education institutions of the city. Within the problems studied by the Tomsk scientists the schools of sciences widely known among scientific community were created. The scope of scientific research of institutes of optics of the atmosphere, silnotochny electronics, physics of durability and materials science was defined long before their opening.

The history of formation of a scientific perspective of future Institute of optics of the atmosphere began WITH Academy of Sciences of the USSR in 1955 when employees of SFTI at TGU received an important government assignment on the subject "Research of Overall Performance of Heatdirection Finders and Devices of Night Vision under Various Conditions in the Atmosphere". In the territory of Siberia and the Far East nobody was engaged in this problem. The head of the laboratory of spectroscopy of SFTI at TGU was appointed the research supervisor of a subject professor

N. And. Prilezhayeva1. According to N.A. Prilezhayeva's proposal the administration of SFTI at TGU created the working group which part V.E. Zuev was. The research of regularities of distribution of electromagnetic waves of optical range in the atmosphere was a subject of work of scientists. It was very important to V.E. Zuev and his colleagues to show need of the carried-out scientific work, its effectiveness and by that to prove the right studied

perspectives on existence. In 1958 the task was successfully performed.

The scientific group made experiments and developed a theoretical basis for further work. After several years of intense scientific work, in connection with development of researches on optics and spectroscopy of the atmosphere and expansion of their scale, in June, 1960 in SFTI at TGU the laboratory of infrared radiations which was the youngest structure was open, but, despite this, gained wide recognition as in our country, and abroad. The staff of laboratory conducted the researches connected with distribution of laser radiation in the atmosphere. Subsequently on the basis of this laboratory V.E. Zuev created the first academic institute in Tomsk. The staff of the created Institute of optics of the atmosphere FROM Academy of Sciences of the USSR continued work begun by laboratory of infrared radiations of SFTI at TGU.

As a part of the Tomsk branch (scientific center) FROM Academy of Sciences of the USSR the Institute of silnotochny electronics effectively functioned. He went a long way of development from laboratory in scientific research institute of nuclear physics at TPI and department of the IOA silnotochny electronics FROM Academy of Sciences of the USSR. The scope of scientific researches was during this time created, the theoretical basis was brought and experimental methods of the conducted researches are developed. The director-organizer of this scientific institution G.A. Mesyats emphasized that the Institute of silnotochny electronics FROM Academy of Sciences of the USSR was created on the basis of laboratory of scientific research institute of nuclear physics at TPI with participation of scientists TIASURA, TGU and TpI [1].

Special attention scientific activity of Institute of physics of durability and materials science FROM Academy of Sciences of the USSR which became the recognized leader in the area not only in domestic, but also world science deserves. The works of the director of SFTI V.D. Kuznetsov which laid the foundation of the Tomsk school of physicists in this scientific direction became the first experience on the way of researches on physics of a solid body to TGU. The research teams which were engaged in the solution of tasks in the field of physics of a solid body settled down in the territory of SFTI

a sedatel of the Highest certifying commission of the Ministry of the general and professional education (now - the Ministry of Education and Science of the Russian Federation). Since 2004 heads Physical institute of P.N. Lebedev of RAS. RAS academician, Honourable citizen of the Tomsk region (2001).

V.E. Panin is the largest expert in the field of physics and mechanics of a deformable solid body, materials science. Graduated from physical faculty of TGU (1952). The director-organizer of Institute of physics of durability and materials science FROM Academy of Sciences of the USSR (RAS) (19842002). RAS academician. Since 2002 - the research supervisor of IFPM Siberian Branch of the Russian Academy of Science. Honourable citizen of Tomsk (2000).

at TGU. In the course of laborious work the solid theoretical and experimental base collected, the works opening an essence of the studied phenomena were published. For a complete solution of problems of physics of a solid body all SFTI metalphysical laboratories at TGU in 1970 were united in department which was headed by V.E. Panin where researches of plasticity and durability of solid bodies were continued.

B 1979 into Institute of optics of the atmosphere FROM Academy of Sciences of the USSR. The department of physics of durability and materials science created as a part of this scientific research institute was engaged in structural materials for the new equipment, including the theory of alloys and composite materials, physics of durability and cold resistance, physical fundamentals of powder metallurgy. Creation of new materials and their introduction in the national economy became one of priority activities for his employees [2].

Successful scientific researches of the Tomsk school of materials scientists were continued at organized Institute of physics of durability and materials science FROM Academy of Sciences of the USSR. The staff of new academic institution worked in the following scientific directions: the electronic theory of alloys and composite materials, physical fundamentals of powder metallurgy and drawing powder coverings, the physicist of durability, cold resistance and wear resistance of materials, physical and chemical bases of technological processes of receiving new materials for work in the conditions of Siberia and Far North [3].

Higher educational institutions laid the scientific foundation of Scientific Research Institute SO Academy of Sciences of the USSR in Tomsk and subsequently developed also other forms of cooperation. So, the leading scientists of Institute of optics of the atmosphere of SO Academy of Sciences of the USSR (V.E. Zuev, M.V. Kabanov, V.L. Mironov, V.V. Fomin, I.V. Samokhvalov), Institute of chemistry of oil SO Academy of Sciences of the USSR (E.E. Sirotkina, F.G. Unger), Institute of physics of durability and materials science of SO Academy of Sciences of the USSR (V.E. Panin, L.B. Zuev), Institute of silnotochny electronics SO Academy of Sciences of the USSR (V.G. Bagrov, G.A. Mesyats, S.P. Bugaev) were a non-staff staff of various faculties

TGU, TPI, TIASURA. And it is not the complete list of those who successfully combined scientific work with teaching in higher educational institutions. The ideal combination of theoretical and practical knowledge which was possessed by scientists promoted the best assimilation of a training material by students (see, for example: [4]). It was especially important in the field of technical and physical and mathematical science.

Several leading scientists of Institute of optics of the atmosphere WITH Academy of Sciences of the USSR at different times worked at senior positions in other institutions of a scientific and educational complex of Tomsk. So, Yu.S. of Makushkin1 from 1983 to 1992 was the rector of TGU, and M.V. of Kabanov2 from 1984 to 1992 headed the Siberian physics and technology institute at TGU.

Placement of structural units of TGU and TPI in the territory of institutes of the Campus was one more form of collaboration of academic institutions and higher education institutions. At different times on the basis of the Tomsk academic scientific research institutes departments of higher educational institutions worked. For example, at Institute of chemistry of oil FROM Academy of Sciences of the USSR the department of high-molecular connections worked (nowadays - department of high-molecular connections and petrochemistry). And at Institute of silnotochny electronics the department of physics of TGU plasma successfully worked WITH Academy of Sciences of the USSR.

Joint holding of conferences, symposiums and soveshchaniy3 was other manifestation of cooperation. Scientists of higher education institutions and scientific research institute of the Tomsk branch (scientific center) FROM Academy of Sciences of the USSR (RAS) during the period from 1979 to 1991 in common organized and held more than 20 large conferences and symposiums of the international, all-Union and regional character [5]. Following the results of each scientific action the collection of materials consisting of theses of reports of its participants was published. Mass media, first of all printing editions, published articles about results of the held discussions of scientific community (see, for example: [6]).

During the studied period in the territory of Tomsk higher educational institutions of various profile worked. Graduates of technical faculties of TGU, TPI, TIASURA became potentsialny-

mi candidates for positions of research associates for institutions of the Tomsk branch (scientific center) FROM Academy of Sciences of the USSR. The academician V.E. Zuev remembered later that since 1969 the administration of Institute of optics of the atmosphere FROM Academy of Sciences of the USSR annually employed 30-40 talented graduates of higher educational institutions of Tomsk in the structural units. This trend concerned also other academic institutes of scientific center [7].

During the period from 1979 to 1991 the scientific scientific research institutes of the Tomsk campus prepared for printing more than 20 manuals for students of higher educational institutions. Among their authors there were G.F. Bolshakov, V.F. Ka-myanov, Yu.S. Makushkin, V.E. Panin and many others [8].

Thus, the Tomsk academic scientific research institutes and higher educational institutions during the studied period developed all forms of cooperation and in common solved the problems directed to achievement of uniform scientific result.

of ON THE ISSUE OF COOPERATION OF INSTITUTIONS OF THE SIBERIAN DEPARTMENT OF ACADEMY OF SCIENCES OF THE USSR AND HIGHER EDUCATIONAL INSTITUTIONS IN TOMSK (1960-1991)

The article covers the problems of cooperation of research institutes of the Siberian Department of Academy of Sciences of the USSR and higher educational institutions in Tomsk. The forms of cooperation of academic and higher educational institutions in 1960-1980 are discussed. The importance of the fact that the academic science in Tomsk appeared on the basis of research work carried out in higher educational establishments is emphasized. The author also describes contribution of leading Tomsk scientists to the cooperation of academic and higher educational institutions.
