Tsarskoye Selo zemstvo and question of introduction of general education (end of XIX and beginning of the 20th century)

TSARSKOYE SELO ZEMSTVO AND QUESTION OF INTRODUCTION of GENERAL EDUCATION (END of XIX And the 20th V.'s BEGINNING)

In this article the experience of the solution of a question of introduction of general education by Tsarskoye Selo zemstvo at two key stages of its activity is considered - at the end of XIX (1894-1896) and at the beginning of the 20th age (1906-1908). In development of national education of one of the major tasks for district zemstvo there was an increase in number of territorial schools, that is opening of new schools, construction of school buildings and acceptance of schools in number territorial. The solution of a question of introduction of general education is directly connected with this activity of district zemstvo.

In this article is examined the experience of decision of a question about the introduction of the general education by Tsarskosel’skoe zemstvo in two key stages of its activity - at the end of the XIX (1894-1896 yr.) and in the beginning of the XX century (1906-1908 yr.) In a matter of the development of public education one of the most important tasks for the uyezdnoe zemstvo was an increase in the number of zemskiy schools, that is an opening of new schools, construction of school buildings and the adoption of schools into the number of zemstvo. With this direction of the activity of uyezdnoe zemstvo is directly connected decision of a question about the introduction of general education.

In the mid-nineties of the 19th century. The St. Petersburg provincial zemstvo, and after it and district zemstvoes for the first time addressed a question of general education. In a session of 1894 public K.K. Arsenyev presented to a provincial meeting the offer "for clarification of a question as far as in the St. Petersburg province the introduction of general elementary education is possible, in the near future... to collect with direct participation of district zemstvoes. under I unite -

whether to be open these schools" 1. Arsenyev's proposal was supported by many, including the public I.A. Gorchakov considering especially useful to carry out it exactly at present "when business of national education is, perhaps, on the eve of the solution of a question of compulsory general education...". As a result the meeting decided to charge to conduct to a provincial territorial justice with assistance of district justices and uchilishchny councils a research on offered voprosam2. In a session of 1895 according to the same public K.K. Arsenyev's proposal the provincial meeting made the decision on creation of the special commission for a research of provision of elementary education in gubernii3. The commission had to "collect data on the elementary schools existing in the province and make the report on measures to further distribution them both by means of own means, and by the petition for assistance of the government in this important issue" 4. In a session of 1896 the meeting agreed with the conclusion of a provincial justice and decided to excite the petition before the government about "addition from zemstvo of the St. Petersburg province of some obligatory expenses the sums released thus could be used on requirement of national education, in types of the fastest introduction of general education in the province" 5. At last in a session of 1898 the commission reported to a provincial territorial meeting results of a research of the reasons of weak demand from rural societies for loans for construction of schools. According to the offer of the commission the meeting decided to issue interest-free loans for 10 let6, having charged to payment of interest provincial zemstva7. Thus, in the middle of the 1890th the question of need of financial aid to district zemstvoes for development of national education from provincial zemstvo and the government was for the first time raised.

The commission presented only to a session of 1899 to a provincial meeting the project of holes -

molar school network. The commission, in particular, noted: "the review of activity of district zemstvoes of the province in the field of national education in recent years convinces that all counties without exception came to awareness of need to start immediately if not to implementation of the full school network giving the chance to each child of school age to find to themselves the place in school, then, at least, to satisfaction of the most persistent need in this regard". So, by calculation of the commission in the Tsarskoye Selo county it was necessary to open 47 territorial schools, and expenses on national education of Tsarskoye Selo zemstvo had to increase by 25,120 rub a year (it is an average value on the province). The commission assumed participation of provincial zemstvo in opening of new schools in counties according to degree of complication of taxation of this county territorial collecting and expenses of zemstvo and country societies on national education. It is interesting that by calculations of the commission the right for the help from provincial zemstvo was acquired by only five counties, the Tsarskoye Selo county along with St. Petersburg and Peterhof was recognized by the provincial commission "rich" and "has to be provided to itself". The result of meetings was on February 6 and 7, 1900 the following: "Based on data of the calculations made a provincial justice and the commission, the meeting recognizes that achievement of general availability of elementary education in the province requires opening not less than 478 schools demanding an annual expense to 260,000 rubles again. Recognizing, however, that allocation of so considerable sum from means only of district and provincial zemstvoes of the St. Petersburg province cannot but be an excessive burden for payers and for the population of the province, and hoping that the government will come to the aid of zemstvo of the St. Petersburg province in business rather - shy expansion of national education, the meeting decided: to excite before

the government the petition for a grant to zemstvo in perhaps bigger size" 8. Thus, a provincial meeting, having defined an order of participation of provincial zemstvo in expenses, finally recognized need of a grant from treasury for implementation of general education.

On October 2, 1899 at a meeting of the Tsarskoye Selo meeting a district justice report - la to a district meeting on results of work of the provincial commission on the project of introduction of general education. The district Tsarskoye Selo commission agreed in general with the bases of purpose of a grant from provincial zemstvo to counties, but indicated the need of new assessment of imushchestvo gubernii9. By consideration of real actions of Tsarskoye Selo zemstvo for increase in number of territorial schools during 1894-1896 it is possible to note that the district zemstvo in the mid-nineties of the 19th century just began to think of the solution of an issue of general education and in every possible way rejected an opportunity to shift to itself a part of burdensome expenses of rural societies. In this question the zemstvo often acted as the participant of the transaction, but not as the interested person. The example of the solution of a question of acceptance of public Dudergofsky schools in number of territorial is indicative. In 1894 at a November meeting the Tsarskoye Selo territorial meeting agreed with the proposal of the chairman of a territorial justice on acceptance in number of territorial schools of the schools of the Dudergofsky volost which are contained rural societies on condition of adoption of obligations under the contents by them territorial shkol10. However the petition of Dudergofsky volost board for distribution on teachers of the accepted rural schools of the rights for a lifelong grant, i.e. account to teachers of Dudergofsky schools in a 25-year length of service of their former service at rural schools, was rejected by a territorial meeting "for the lack of the sufficient bases" Besides, the meeting agrees with opinion of a justice decided to suggest rural societies to increase contributions to each prini-

mayemy territorial school from 150 to 200 rub 11 and to allocate for each such school not less than a half of tithe of the earth for the device of a garden and a kitchen garden or skilled polya12. In connection with the notification of Dudergofsky volost board of October 27, 1896 for No. 1266 about refusal of rural societies to increase a payment for each territorial school to 200 rub and to allocate the earth for the device of school gardens and kitchen gardens (except the 2nd Dudergofsky school having 3/4 tithes of the earth) the territorial meeting decided in view of non-compliance with the offered terms to reject acceptance of Dudergofsky rural schools in maintaining zemstvo and to uphold the former resolution of December 18, 1895 13 Kazhetsyaudivitelny that the zemstvo during the question about introduction of general education, realizing urgent need of opening and under - a continence of each school, insisted on performance of severe conditions by rural societies for acceptance of schools in territorial more and more and even bargained in this question. In critical 1890th the zemstvo began to open much less schools and toughened the requirements to societies. So, at a meeting on November 23, 1894. The Tsarskoye Selo district meeting considered a question of taking measures to reduction of shortages from rural societies of the county on the maintenance of territorial schools and provided an opportunity even of closing uchilishch14. Parish schools with simplified kursom15 began to come to the first positions in many counties. The territorial statistical bureau which devoted to development of questions of introduction of general education "The statistical collection on the St. Petersburg province for 1896" (release 3), explained current situation as follows: "It is possible to assume that in view of opening of parish schools the zemstvo kind of suspended further expansion of network of the schools. But such situation does not correspond to the valid interests of business of national education at all. This a stop -

ku it is hardly possible to explain also with a lack of means as it is possible to consider a truism that expenses on national education the most productive of territorial expenses; any productive expenditure of the money raised from the population only increases its wealth and therefore makes a direct task of public institution. A number of resolutions of district zemstvoes concerning introduction of general education shows that zemstvoes do not consider the role in national education finished. Therefore noted reduction of the opening schools by district zemstvoes was more correct to be considered temporary and to explain with the fact that, having recognized need of general education, zemstvoes were before the period of the new strengthened activity and were busy with preparatory work on development of the plan, distribution of participation between different institutions, to research of sources" 16, etc. Several times (in 1894-95 and 1895-96) also the inspector of national schools A.K. of Yanson17 raised this question in the reports on the Tsarskoye Selo county. Of course, first of all the situation which developed at the end of the 19th century was connected with financial problems. So, recognizing backbreakingness for rural societies you - payments on the maintenance of territorial schools and without having own available funds, the zemstvo instead of search of a new source of financing long time preferred to address extreme measures.

At the beginning of the 20th century the situation with opening, construction of new territorial schools and acceptance of schools in number territorial in the Tsarskoye Selo county considerably changed. First of all it was connected with redistribution of roles in development of national education. The initiative in this question finally passed to district zemstvo, the position of provincial zemstvo became much more active. Relying on the previous experience, the zemstvo, at last, recognized that the exhausted rural societies are not capable to finance the project of introduction

general education. Realizing a lack of own means, the zemstvo announced development of national education by a public affair. From this point by means of fund-raising from treasury the local governments started implementation of general education. These trends found reflection in resolutions of provincial and district territorial meetings. Also direct justification of a position of zemstvo on needs of national education during this period meets. So, the extraordinary meeting of the St. Petersburg provincial zemstvo accepted on May 19, 1905 points offered by the Commission about petitions on the issue of improvement of the state improvement and national well-being created on the basis of the Royal decree on February 18, 1905. The commission stated the following: "1. It is necessary to give up once and for all a thought that national education can be mean or dangerous in any relation both to the population, and to the state; opposite to that, it is necessary to recognize that the broadest education, in all forms and shapes and degrees, makes the most insistent and urgent need of the Russian people.

2. Low level of primary national education in Russia depends not so much on any other reasons how many from the relation to it of the government. & lt;...> 6. The state is obliged to take part in the device and the maintenance of elementary schools the material supplies" 18. It should be noted that else before acceptance by provincial meeting of provisions of the Commission on petitions the government helped several years development of national education, responding to petitions both provincial, and district zemstvoes. However at that time receiving grants from treasury had accidental, incidental character and was practically not fulfilled. There had to pass many years before government aid to district zemstvoes began to arrive systematically, orderly and in sufficient volume. That not

less first real achievements in the solution of an issue of general education in the Tsarskoye Selo county belong to a feather - the ode of 1906-1908

According to the resolution of the Tsarskoye Selo meeting on October 7, 1904 on the issue of release of rural societies from the 150th ruble payment for each school the Tsarskoye Selo justice excited the petition for a holiday by the Ministry of national education of 5806 rub 22 kopeks 19 MNP recognized the petition deserving respect and promised to mean when assigning the new credits (the notice of March 11, 1905 No. 397)20. Proceeding from it, in 1905. The Tsarskoye Selo meeting made the decision to exempt all country societies, on receipt of grants from treasury, from a contribution of 150 rub to advantage zemstva21. However long time is the resolution of the Tsarskoye Selo meeting was carried out partially or not carried out at all, and rural societies continued to bring a payment for schools. The main problem consisted in timely receiving a grant from treasury here.

In a meeting of district uchilishchny council in October, 1906 the inspector of national schools reported that "The ministry of national education will assign considerable means for rendering to zemstvoes subsidies for opening of new schools for the fastest achievement of general availability of primary national education, and explained that for an opportunity to use those subsidies of the ministry to district zemstvo it is necessary to revise immediately again the project of school network made in 1898, to develop that in the form established by the ministry, in relation to modern conditions and needs of the county and to coordinate with resolutions of a district territorial meeting of the last years". As a result a justice together with the inspector V.S. Gratsinsky and with the assistance of representatives from volosts of the county to

1907 developed the project of new network of schools in uyezde22. In 1907 at a meeting on Mar 6 -

that Tsarskoye Selo justice presented to a district meeting the school network developed by it in the county. At calculation of number of children of school age the justice took these censuses of 1897 and local researches and added 10% for increase in population, however such way was recognized netochnym23 subsequently. First of all the justice offered on condition of a subsidy from MNP to open since fall 1907-1908 academic years already 22 of the schools planned by network in settlements where rooms for schools in hired houses could be allocated. Besides, the justice suggested to petition before MNP for allocation of the credit for delivery to the needing rural societies of the Tsarskoye Selo county from means of treasury ssud24 on construction by societies school zdaniy25. The meeting accepted offers upravy26.

It is known that adoption of law on May 3, 1908, the territorial initial education entering constant subsidizing from treasury became a turning point in activity of zemstvoes concerning introduction of general education. The law "About a Holiday of 6,900,000 Rubles for Needs of Primary Education" provided transfer of the grants to self-government institutions to contents learning in initial schools of 390 rub on 50 children of school age (Article 3) and also delivery of grants in 1908 for single expenses on construction of uchilishchny buildings and the equipment of schools for the total amount of 1 million 900 thousand rubles (Article 5). At the same time the law especially noted (Article 4) that "the marked grants are given only to those territorial and city self-government institutions and rural societies which undertake to continue to spend released owing to receiving state grants of the sum to the maintenance of initial schools, for construction needs, for issue of the additional contents learning and for other needs of initial schools" 27.

Due to the adoption of law already on September 30, 1908 a justice in the report "on the issue of introduction of general education in

The Tsarskoye Selo county" presented to the Tsarskoye Selo meeting again reconsidered network of schools. The justice explained that for full implementation of general education in the county, except the existing 86 territorial schools with 98 sets (including

6 in the cities with 7 sets), during
6 years it is necessary to open 49 more new schools with 64 sets and to expand the existing schools, so that all 133 schools with 186 sets turned out. From these 186 sets the zemstvo will receive benefits from treasury only to 170 sets as the number of children of school age equals 8480 people and at division on 50 gives 169.6 (170). The justice calculated the normal cost of the contents of each school within a year as follows: for 1-set school - 780 rub, for 2-set school - 1380 rub. According to the law on May 3, 1908 the justice offered the following provisions which were adopted by the Tsarskoye Selo meeting with small amendments:

"1. To excite the petition before the Ministry of national education for a holiday to district zemstvo of a grant to the maintenance of 91 sets of the existing 80 schools since January 1 of the current year of 390 rubles on each set and on opening of 8 new schools with 15 sets since September 1, 1908 at a rate of 1/3 norms and also a single subsidy in 4125 rubles for the equipment of 8 new schools cool furniture and manuals, and only 41,565 rubles.

2. When receiving the specified grant to release rural societies since January 1 if from this term there is a holiday subsidiy28, from payment to zemstvo in the current year of monetary contributions to schools, and from an other expenses on the maintenance of territorial schools since September 1, except for expenses and obligations of country societies for loans for schools.
3. The existing obligations of country societies to zemstvo of rather school servants, heating, lighting, repair of school buildings and podder-

10 October, 1908 the director of the department of national education informed the chairman of the Tsarskoye Selo justice that MNP allowed a grant holiday to Tsarskoye Selo zemstvo in flowing godu30.
13 October, 1908 at a meeting of the Tsarskoye Selo meeting the report on allocation of MNP of a grant to Tsarskoye Selo zemstvo in the current year at a time on the equipment of new schools of 4125 rub was heard and it is constant on 15 new and 91 existing sets on a third of year of 11,289 rub, and from next year on 33,866 rub annually. Thus, contrary to the petition of zemstvo

about a grant to schools since January 1, 1908, MNP released a grant only to a third of year. As a result the territorial meeting charged to a justice to make changes to the financial plan for introduction of general education and also to exempt rural societies from payment to zemstvo of monetary contributions for calculation since September 1 of the current year and to accept in maintaining zemstvo school pomeshcheniya31.

Several words should be told about real progress of Tsarskoye Selo zemstvo in an issue of expansion of school network in 19061908, that is to track, how precisely and in what terms resolutions and projects of district zemstvo were carried out.

In 1906. The Tsarskoye Selo zemstvo made decisions on opening of new schools, in most cases already adhering to the resolution on October 6, 1905 on cancellation of 150-ruble collecting from rural societies. So, according to the petition of peasants Kemsky, Vopshinsky and Paritsky, Low-Gatchina, Sosnovsky of rural societies the territorial meeting made the decision about otkry-

Tia of territorial schools in the settlements of Kemsk, Vop-she, Salizi, Sosnovom without payment by peasants of 150 rub on school, but on condition of granting rooms by them with heating, lighting and prislugoy32. At the same time the territorial meeting asked a justice to excite petitions for receiving a subsidy from MNP. Only according to the petition of peasants of the Nikolaev rural society the territorial meeting decided to open school on "old conditions", that is with the obligation of peasants to pay annually 150 rub. It is difficult to explain such decision especially as in the same resolution the territorial meeting will assign 330 rubles for 1907 on keeping of the teacher and asks to excite the petition for MNP subsidy for this shkolu33. Also ambiguously the zemstvo resolved also issues of acceptance of schools in number of territorial. So, Voyskorovsky school Izhora volosti34 and Koyerovsky school of the Du dergofsky volost were accepted 35 at the same time the territorial meeting submitted to number of 150 rub, territorial with annual payment, a petition to MNP for a grant to the maintenance of schools. Probably, introduction of this sum depended on the opportunities of concrete rural society and obligations undertaken by peasants in the petition. Most likely, society had to pay 150 rub only before receiving a grant from treasury. The department of national education on November 16, 1906 and the trustee of the St. Petersburg educational district on January 22, 1907 was approved by opening and acceptance in number of the territorial schools stated above with a holiday from treasury on 300 rub a year on kazhdoye36. In this regard the resolution of a territorial meeting of October 3, 1907 is surprising. At a meeting of this meeting public G.A. Tyunni reported a request of peasants of the villages of Vopsha, Salizi, Lyadino and Vakkolovo for opening of Vopshinsky school. The sentence of peasants was sent to a justice, but peasants did not receive the answer. The justice explained that the sentence contained only a request for opening of school, but there was no plan and "usual in such

cases of obligations" from society. As a result the territorial meeting decided to open Vopshinsky school in accordance with general practice, "when all data" 37 will be obtained from peasants. Such decision of a territorial meeting does not give in to an explanation, considering that only a year ago - in a meeting on October 7, 1906 the territorial meeting considered the petition of these peasants where it was in detail told about the obligations undertaken by them, decided to open Vopshinsky school and even received a subsidy from treasury for this school. Here we see obvious defects of territorial bodies which led to failure to follow the decision of a territorial meeting on opening of school, even despite receiving a grant from treasury.

In 1907 the new significant step in distribution of territorial education was taken. As it was already told, on March 6

1907 . The Tsarskoye Selo meeting approved the project of school network in the county. According to the resolution of a territorial meeting in 1907? 1908 academic year on condition of receiving a subsidy from treasury on network had to open 22 uchilishcha38. As a result on representation of the Tsarskoye Selo justice the petition of the governor of May 16, 1907 for No. 913 with the application of school network about a holiday of a subsidy for contents specified 22 uchilishch39 was sent to MNP. At the same time separate petitions for a grant from treasury for opening of schools in the county moved. At the same time in 1907 the question of payments of 150 rub by rural societies, as well as in 1906, was solved on the opened schools separately and differently in everyone sluchaye40. More than in a year after the petition of zemstvo for MNP subsidy for the maintenance of 22 schools on network of 1907 the reply of Department of national education of August 21 came to the Tsarskoye Selo territorial justice
1908 for No. 20836. Resolutions of the Tsarskoye Selo meeting of the last years on opening of schools with a grant from treasury were listed in this document: resolution
7 October, 1906 about opening of 5 new schools and acceptance 2 in number territorial, a post -

a novleniye on March 6, 1907 about opening of 22 schools on networks, resolutions on October 2-3, 1907 on opening of 4 new schools and

2 parallel offices. It turned out that all with a grant of treasury 33 schools had to open, however several schools intended to opening under resolutions in a session of 1906 and 1907 were among also 22 schools appointed to opening on network on March 6, 1907. It is strange that this fact was not considered by either district zemstvo, or the ministry. The department of national education only asked to report the Tsarskoye Selo justice about number of the schools which opened by that moment from listed and also the Tsarskoye Selo justice reported about number of new schools and the second sets which can be open in the current year on condition of a holiday on them an annual grant 390 rub of 41 V the notification to department of September 4, 1908 for No. 4625 that from 33 schools intended to opening with a grant from treasury in 1906-1907 "only 6 schools 1-set and the one second set are opened at the existing school now", and at a holiday of an annual grant from treasury it is already possible to open in the current year other 27 schools and 13 of the second school komplektov42. Here we see a real indicator of increase in number of territorial schools in the county. It turns out that, despite all resolutions of zemstvo and even on the satisfaction of petitions for MNP subsidy, money for the unclear reasons did not reach zemstvo, at least, in time, and schools did not open in the appointed terms. As it was already told, after the statement of new school network on September 30, 1908 the zemstvo appointed to opening in 1908 eight new schools with 15 sets, and in 1909 nine schools with 11 sets and 5 additional new sets on condition of receiving a grant from kazny43. Schools which under resolutions had to open in 1906-1907 Besides, as well as in predy-occur in these lists again for 1908 and 1909

the blowing years, in 1908 were accepted resolutions on private questions of opening of territorial schools. Thus, a situation with real opening of new schools in 1906-

1908 it was extremely tangled, and many already made decisions were not executed in practice.

In general it is possible to note that the Tsarskoye Selo zemstvo actively dealt with an issue of introduction of general education in the county and that is especially important, at the beginning of the 20th century in its activity the significant progress was observed. In the middle of the 1890th this question was for the first time raised at the level of the province. In 1899, 1907 and 1908. The Tsarskoye Selo zemstvo developed projects of school network, the last from them became a basis for large-scale distribution of territorial education in the county in the next years. At the beginning of the 20th century the zemstvo was also defined in a difficult question of financing of territorial education and the project of school network. In 1905-1908 the preparation for release of rural societies from burdensome expenses on schools was carried out. Due to the insufficiency of own means the Tsarskoye Selo zemstvo, as well as other district zemstvoes, went for attraction of considerable state subsidies. Cooperation of zemstvo with the state was legislatively issued and fixed by the law on May 3

1908 . However subsidies of the Ministry of national education steadily and in full began to go into the disposal of zemstvo only since 1909 according to the financial plan of introduction of general education in the county. Thus, and the first results of implementation of the project of school network appeared only in 1909 that is beyond the studied period. During the considered periods tells a real indicator of growth of number of territorial schools about concrete progress of activity of Tsarskoye Selo zemstvo. If during 1894-1896 dynamics of growth of schools was very low (only 2 schools were open), then to
1906 their number increased approximately in
