The publikatorsky activity of doctors of science of a medicobiological profile of branch and academic sectors of a scientific and educational complex of Novosibirsk is investigated. For the analysis data of a DB "The scientific capacity of the Novosibirsk region" generated by office of State Public Scientific Technical Library of the Siberian Branch of the Russian Academy of Science are used.

The publishing activity of doctors on medical and biological sciences working in branch and academic sectors of Novosibirsk academic and high school institutions is investigated. The information source for analysis is the database "Scientific potential of the Novosibirsk region", generated by the Department of the State Public Scientific and Technical Library of SB RAS.

In the conditions of reorganization of social structures, and in particular science, for making management decisions the variety of the factors influencing development of a scientific and educational complex is especially important. One of problems in this process - creation of monitoring of scientific and innovative potential, the analysis of a state and effectiveness of its use.

Components of scientific potential are:

• the saved-up scientific and developmental developments,

• available intangible assets,

• patentability of the idea,

• scientific shots and know-how, inseparable from particular natural persons, and knowledge.

The scientific and educational complex occupies one of the major positions in economy of the Novosibirsk region as provides inflow of considerable means from the federal budget and employment of the population, and its shots and material and technical resources represent the most important resource of intellectual and scientific and technical potential.

Since the beginning of the 1990th the Russian science appeared in qualitatively new economic, social

and political conditions which led to its crisis. Deficiency of budgetary funds, decline in demand of the enterprises for researches, developments and innovations and, as a result, decrease in actual size of costs of these purposes, reduction of employment in the sphere of science and scales of preparation of scientific shots - are that in general the trends characterizing dynamics of scientific capacity of the country during this period.

Since 1997 the Russian science from a stage of "survival" passed to development in new conditions. In all components of a scientific and educational complex in recent years there were significant quantitative and high-quality changes. Besides gradual increase in budget financing at science the grant financing develops, the personnel stabilizes, criteria for evaluation of scientific activity of the scientist change, the number of publications respectively grows.

This research is conducted on the basis of the statistical data and materials collected as a result of inspection of scientific capacity of Novosibirsk. This work in two stages was performed in office of the State Public Scientific Technical Library Siberian department -

niya of the Russian Academy of Sciences (State Public Scientific Technical Library of the Siberian Branch of the Russian Academy of Science). In 1996 at the initiative of the academician V.A. Koptyuga the research of scientific capacity of Novosibirsk for 1991-1996 was undertaken [1], in 20062008 with financial support of the Russian humanitarian scientific fund and administration of the Novosibirsk region the period of 1997-2006 was investigated. Thus, the data covering 15 years and two indicative periods of the Siberian science were analyzed.

An object of a research was the effectiveness of scientific activity of scientists - doctors of science as the most qualified personnel by various sectors of science.

In office of State Public Scientific Technical Library of the Siberian Branch of the Russian Academy of Science the automated system of collecting, processing and submission of information on the scientific capacity of Novosibirsk - the database (D) "The scientific capacity of the Novosibirsk region was developed: development trends", providing support of making management decisions on development of a nauchnoobrazovatelny complex of the Novosibirsk scientific center.

Publications are considered as one of indicators of effectiveness of activity of scientists. In this work for the analysis the publikatorsky activity of doctors of science of a medicobiological profile of the scientific organizations representing branch and academic sectors of a nauchnoobrazovatelny complex of Novosibirsk for 1997-2006 is chosen

It is represented interesting to compare publikatorsky activity of scientists of this field of knowledge as physicians and biologists are actively published often in the same editions. Many scientists participate in the integration projects uniting researches of several institutes of both the branch, and academic sector. Besides, a certain migration of scientists of this field of knowledge from one scientific research institute in another, from one sector of science in another is observed.

For a research 6 scientific research institutes (73 doctors) of a medicobiological profile of the branch sector of science and institutes of three Siberian offices of academies of Sciences are taken: 9 Scientific Research Institutes SO Russian Academy of Agrarian Sciences (65 doctors), 7 Scientific Research Institutes SO Russian Academies of Medical Science (115 doctors), 5 Scientific Research Institutes Siberian Branches of the Russian Academy of Science (140 doctors). Only 27 institutes, 393 doctors of science.

Results of publikatorsky activity of doctors of science of this profile were defined: their works are revealed, publications are classified by types of editions (monographs, collections of scientific works, articles, theses of reports, pre-prints, educational and study guides, the registered copyright certificates and patents), citing each author according to the Web of Science database is established, citing institute in tse-is shown

scrap. Newspaper articles, information leaflets and other unscientific publications were not considered.

It should be noted that application of foreign information resources, such as DB of "Web of Science", "Scopus", etc., for assessment of the Russian science has the specifics. The number of the Russian editions considered in foreign DB, quite restrictedly. For these bases the incompleteness of some fields is characteristic, in them there are mistakes in pristateyny lists of references. Therefore data on citing cannot be interpreted rectilinearly, and it is necessary to use the index of citing as criterion for evaluation of efficiency of scientific work with care, subjecting quantitative results to the semantic analysis [2, 3].

The received results are presented in comparative charts.

Siberian Branch of the Russian Academy of Sciences

For a research 5 institutes of the Siberian Branch of the Russian Academy of Science of a medicobiological profile are taken: Central

Siberian botanical garden (CSBS), Institute of soil science and agrochemistry (IPA), Institute of systematization and ecology of animal (ISEZh), Institute of chemical biology and fundamental medicine (IKHBIFM), Institute of cytology and genetics (ITsiG). For the studied period (1997-2006) of 140 doctors of science of these institutes published 6,617 works, from them monographs - 168, articles and pre-prints - 4,367, educational and study guides - 51, patents - 92, theses - 1,939. On average one doctor of the Siberian Branch of the Russian Academy of Science for this period published 87 works, or 8.7 works in a year. The structure of publications by types of editions is presented in fig. 1.

The largest number of publications in 10 years was prepared by scientific ITsiG - 3,164, but at this institute more doctors of science, than at other institutes of a medicobiological profile taken by us for comparison - 63 persons (fig. 2).

But if to compare the number of publications for the specified period on average on one doctor of science, then the picture looks differently: here is in the lead IKHBIFM - 83.5 publications on one scientist, and ITsiG appears on the third place, having only a little conceded to ISEZh (fig. 3).

The works published by doctors of science of medicobiological institutes of the Siberian Branch of the Russian Academy of Science in 19972006 were quoted for this period of 12,217 times (according to "Web of Science") (fig. 4). On average 87.2 references are the share of one doctor, or each work was quoted 1.8 times. Here too by the number of references to institute by the leader ICIG - 7,124 references is, but in recalculation of citing works on one doctor comes out on top IKHBIFM (318.5), and ITsiG appears on the second place (113.1) (fig. 5).

Industry scientific research institutes of a medicobiological profile

In 6 scientific research institutes of a medicobiological profile of the branch sector of science 73 doctors of science work. They for 1997-2006 published 5,943 works. On average for this period 87 works are the share of one doctor of science, i.e. in a year the doctor of science of industry scientific research institute publishes on average 8.7 works. The specific structure of publications of doctors of science of this profile is presented in fig. 6.

The largest number of publications for the studied years is prepared by scientific scientific research institutes of pathology of blood circulation of E.N. Meshalkin-2,792 and Federal state institution of science the State scientific center of virology and biotechnology (FGUN of SSC) "Vector" - 1,952 (fig. 7). On number of works for one doctor "Vector" in which one scientist in 10 years published 108 works is in the lead, then there is a scientific research institute of hygiene - 104, scientific research institute of pathology of blood circulation and scientific research institute of tuberculosis - on 90, scientific research institute of traumatology and orthopedics - 84, the Tomographic center of medicine of accidents of the Novosibirsk region - 74.

The works published by doctors of science of industry institutes for the specified period were quoted for these years 1,251 time (by data

"Web of Science") (fig. 8). On average 17 references are the share of one doctor, or each work was quoted 0.2 times.

It should be noted that citing publications of doctors of sciences industry specialists is very small. They, as a rule, are published in domestic departmental editions which are not translated into English, and DB of "Web of Science" respectively are not indexed. Nature of these publications more applied, than research. Also doctors of science of this sector of science are financially not interested to be published in rating magazines and the indicator of effectiveness of scientific activity (IESA) is not for them relevant.

An exception in this case is FGUN SSC Vektor which indicators on citing are comparable to indicators of Siberian Branch of the Russian Academy of Science research institutes. Doctors of science of "Vector" are published in rating domestic and foreign magazines, participate in joint projects with Scientific Research Institute Siberian Branch of the Russian Academy of Science.

In 7 Scientific Research Institutes SO Russian Academies of Medical Science 115 doctors of science work. They for 1997-2006 published 11,034 works, among them monographs - 245, articles and pre-prints - 5,109, educational and study guides - 172, patents - 188, theses - 5,320 (fig. 9). On average one doctor of SO Russian Academy of Medical Science for this period published 96 works, or 9.6 works in a year.

The greatest number of publications at scientific research institute of therapy FROM the Russian Academy of Medical Science - 2,703. Near it on number of the published works there are scientific research institutes of clinical and experimental medicine FROM the Russian Academy of Medical Science-2,654 works and scientific research institute of clinical immunology FROM the Russian Academy of Medical Science - 2,366. Then scientific research institutes of physiology FROM the Russian Academy of Medical Science - 1,726, scientific research institute of molecular biology and biophysics - 627 follow, to scientific research institute of a clinical and experimental limfologiya FROM the Russian Academy of Medical Science - 552, scientific research institute of biochemistry FROM the Russian Academy of Medical Science - 413 (fig. 10).

The works published by doctors of science FROM the Russian Academy of Medical Science for 1997-2006 were quoted for this period of 2,456 times. On average 21.4 references are the share of one doctor, or each work was quoted 0.2 times. Leaders in citing are scientific research institutes of physiology FROM the Russian Academy of Medical Science - 861 references and scientific research institute of therapy FROM the Russian Academy of Medical Science - 844 references (fig. 11).

Siberian office of the Russian Academy of Agricultural Sciences

In 9 Scientific Research Institutes SO Russian Academy of Agrarian Sciences 65 doctors of science work. They for 1997-2006 published 3,979 works, among them monographs - 306, articles and pre-prints - 2,003, educational and study guides - 404, patents - 111, theses - 1,156 (fig. 12). On average one doctor of SO Russian Academy of Agrarian Sciences for this period published 61 work, or 6.1 works in a year.

Thus, 393 doctors of science from 27 institutes of a medicobiological profile of Novosibirsk for the studied period (1997-2006) published 27,580 scientific works (fig. 14), on average 70 publications on one doctor of science in 10 years, or 7 publications for a year (fig. 15).

The greatest number of publications at Institute of experimental veterinary science of Siberia and the Far East - 1,199 (fig. 13). As for citing, this indicator in FROM Russian Academy of Agrarian Sciences extremely low. Search in a DB of "Web of Science" made only 16 mentions for works of doctors of science as they are published in the basic in departmental editions and very little in domestic rating and foreign magazines.

It is obvious that doctors of medical sciences most often, in comparison with doctors of biological and agricultural sciences, publish results of the researches. By the number of publications FROM the Russian Academy of Medical Science and industry institutes go on one doctor of science almost level with - respectively 96 and 87 publications (fig. 15).

In their publications theses (48%) prevail. Physicians first of all report about the scientific and applied developments on various scientific actions - conferences, symposiums, sessions, etc. which and regularly take place in a large number worldwide.

Doctors of science of the Siberian Branch of the Russian Academy of Science write articles and pre-prints more - 66%. Scientists-industry specialists have more, than other experts of patents have 5% (fig. 16).

On citing works institutes of the Siberian Branch of the Russian Academy of Science (fig. 17) are in the first place, leaving far behind themselves other institutes - all lips -

The question of citing for scientists of the Siberian Branch of the Russian Academy of Science is particularly acute very much. Publications in rating magazines, the number of references to them affect financial aspects of scientific activity.

Summing up the analysis results, it is possible to draw a conclusion that the publikatorsky activity of doctors of science of a medicobiological profile of Novosibirsk is rather high. In comparison with the period of 1991-1996 crisis for the Russian nau-

Emergence in libraries of access to new information resources (for example, a DB of "Scopus", ESI, RINC, etc.) creates the opportunities for research which are absent earlier - in particular with use of these DB as analytical tools. These DB not only provide access to documents and the facts, but also allow to use bibliometrichesky methods for assessment of a state and trends of development of various scientific disciplines.
