Sources on a problem: the help of Siberians to cleared regions of the country in days of the Great Patriotic War

This fact supplemented the political pluralism which was established in porevolyutsionny Russia for the short period remaining some time and after the victory of Bolsheviks what both Fedotov, and more irreconcilable opponents of the Soviet state testified to. It even more complicated the general panorama of porevolyutsionny Russia.

So, Fedotov offered own interpretation of the Russian revolution, its prerequisites and

consequences. As it appears from its works, revolution of 1917 in Russia comprised the most multidirectional trends which part, according to it, did not contradict a common line of its historical development both in negative, and in positive manifestations. The thinker saw the original tragedy of revolution just in gradual loss of the creative potential and own positive gains by it, the main burden of responsibility for what he was assigned by it to Bolsheviks. They, Fedotov insisted, "unwound, having lowered downwind not only the capitals of an old regime (of what they are accused by reaction), but also the capital of the revolution" [10, page 28].

SOURCES ON the PROBLEM: The HELP of SIBERIANS to CLEARED REGIONS of the COUNTRY in days of the GREAT PATRIOTIC WAR

The victory in the Great Patriotic War reached at the price of many victims and incalculable sufferings forever will remain in memory of the people. In the context of the most important events of the 20th century it holds a specific place as extremely bright and extremely convincing confirmation of a neodolimost of the people fighting for freedom and independence. The significant contribution to sacred business of the Victory was made by Siberians.

Due to the occupation by fascists of the huge territory of the country Western Siberia accepted from at -

front areas of 244 industrial evacuated enterprises, dozens of educational and scientific institutes, schools of factory training and vocational schools, theaters, various institutions and organizations [1, page 54] and more than one million people of the population. Here the powerful bastion of defense industry and a reliable granary of the country was created.

In process of release of the Soviet territory from the enemy and expansion in it recovery work Siberians together with the whole country actively participated in this process.

Studying this problem is of great scientific interest and has not only theoretical, but also practical, political value because opens one of components of a world-wide and historical feat of the Soviet people in war. The documentary base of a research is extensive. All available sources on their importance for studying a subject can be divided into five groups conditionally.

The first group includes decisions of the State Committee of Defense, Council of People's Commissars of the USSR and the Central Committee of the All-Union Communist Party (bolsheviks) and, first of all, such as: "About restoration of coal mines in the pool situated near Moscow" (on December 29, 1941); "About restoration of the railroads" (on January 3, 1942); "About construction and recovery of ferrous metallurgy" (on April 13

1942 ); "About training of tractor drivers, combine operators, mechanics and foremen of tractor crews for MTS and state farms" (on January 9, 1943); "About actions for restoration of MTS and collective farms in the areas freed from fascist invaders" (on January 23, 1943); "About restoration of coal mines of Donbass" (on February 22, 1943); "About actions for restoration of production of farm vehicles and tools" (on March 18
1943 ); "About construction of the tractor plants and development of production capacities in release of tractors for agriculture" (on February 18
1944 ); "About development of production of metal-cutting machines at the enterprises of a narcomat of machine-tool construction" (on February 28, 1944); "About priority actions on recovery of the industry and municipal economy of Leningrad" (on March 29, 1944); "About further actions for recovery of the coal industry of Donbass for ensuring ferrous metallurgy with coal, railway transport, power plants and military industry of the South" (on July 18, 1944) and others.

These documents help to understand the main directions in work in general. Published in thematic collections [2, page 714-719, 724-725, 746-750; 3, page 134-138, 145-179, 210-218], they reflect many-sided work of party and government on recovery of the national economy of cleared regions and give an idea of tasks which faced rear areas including Western Siberia, on rendering the help to these areas.

the Second group of sources are documents of the funds which are stored in the central, local Siberian state archives and archives Donetsk, Volgograd, Voronezh Zaporizhia and other areas of which Siberians were a patron and rendered them the considerable help in recovery of the national economy.

Valuable data contain in the Russian center of storage and studying documents of the contemporary history (RTsHIDNI, byvsh. Central party archive of Institute of Marxism-Leninism (CPA IML)). Information materials of orginstruktorsky department of the Central Committee of party where, besides reports of regional committees of Western Siberia, there are information materials of the Central Committee of the RC (b) of Ukraine, Belarus, the Baltic republics, the Zaporizhia, Donetsk and Voronezh regional committees of party in which there are important data on a condition of these areas after release and the help rendered to these areas by Siberians are of special interest.

A significant amount of documents is kept in the Russian state archive of economy (RGAE, byvsh. The Central State. Archive of the National Economy (CS.ANE) of the USSR), in fund of the State Planning Committee of the USSR (f. 4372), where there are materials of Management on recovery of the national economy, in fund of Head department for restoration of coal mines of Donbass ("Glavugledonbass", t. 8667), Head department of coal mechanical engineering of the coal industry of the USSR ("Glav-uglemash", t. 8684), Head department of livestock collective-farm farms of the Tax Code of agriculture of the USSR (f. 9477) and also in funds of the Ministry of Agriculture (f. 8225), the National commissariat on construction (f. 8590).

In the State archive of the Russian Federation (GARF, byvsh. The Central State Archive of the October Revolution (CSAOR) of the USSR and the Central State Archive (CSA) of RSFSR), in fund of the Head resettlement department at Council of ministers of RSFSR (f. 327) the major documents on evacuation of the population to Western Siberia and its re-evacuation were postponed. The data which are stored in fund of executive committee of the Union of Red Cross and Red Crescent Society of the USSR are of interest to a research (f. 9501).

The most numerous documents opening diverse and difficult activity of the West Siberian party and Soviet organizations for mobilization of workers on assistance to cleared regions contain in the state archives of the Novosibirsk, Kemerovo, Omsk, Tomsk regions and Altai Krai, in funds of regional committees of party and Komsomol, city town committees, district committees, political sectors of state-farm trusts, primary party organizations of the enterprises, in funds of oblgorraykom, regional Deraptments of Agriculture, large enterprises, the organizations, educational and scientific institutions.

All archival documents can be classified by character as follows:

1. The documents postponed as a result of activity of party and Komsomol bodies:

a) resolutions of plenums and meetings of bureau of regional committees, regional committees, city town committees, district committees of party and Komsomol, factory and high school party committees, party and Komsomol meetings. They allow to define the main directions, contents and forms of work of the West Siberian party and Komsomol organizations for mobilization of all forces and funds for the solution of the tasks connected with assistance, give the chance to draw conclusions that these questions were in the center of attention of party bodies;

b) reports, reports, information, certificates of work of the relevant departments of regional committee, regional committees, city town committees, district committees, some primary organizations and Komsomol bodies. In them experience of mass and political and organizational work of party committees on mobilization of workers to the aid was generalized, shortcomings were exposed, offers on their elimination expressed. The same documents contain data on the course and results of performance of resolutions of higher bodies by the local party and Komsomol organizations for assistance;

c) the materials laid in the course of daily activity of party and Komsomol bodies: correspondence of regional committee, regional committees with city town committees, district committees of party and Komsomol both separate primary party and Komsomol organizations. These documents allow to understand the mechanism of implementation of governmental decrees, reflect concrete work (or absence that) on their implementation.

2. The documents postponed as a result of activity of bodies of the Soviet power (edge - the Region - mountains - district executive committees and their departments). Besides solutions of all levels they contain rich and interesting material (plans, account) about work of various commissions on assistance to sponsored areas, the given about raising fund, material values, allocation of the cattle to sponsored areas, given about the structure of delegations of the Siberian and sponsored areas, their reports, etc. It allows to analyze activities of Councils of all levels for performance of a task of assistance to the freed areas, its difficulties and shortcomings.
3. The documents which resulted from direct creativity of workers (resolutions, resolutions of meetings and meetings of workers, etc.).
4. Documents and materials of economic organizations: narcomats, managements, plants (plans, reports, reports, information, etc.).
5. Materials of public organizations: International organization of the help to fighters revolyu-

tion (MOPR), Red Cross (resolutions, addresses, appeals, reports on activity, etc.).

The third group of sources is made by materials of the central and local party, Soviet and Komsomol press. Central newspapers: Pravda, Izvestia, Komsomolskaya Pravda, "Beep", Trud; regional newspapers of Western Siberia: "Omsk truth", "Soviet Siberia", "Altai truth", Kuzbass, "Red banner" (Tomsk); regional and republican newspapers of cleared regions: "Commune" (Voronezh), "Stalingrad truth", "Socialist

Donbass", "Truth of Ukraine".

Releases of exit editorial office of Komsomolskaya Pravda in Stalingrad and Donbass for 1943-1944, a number of regional, city, road newspapers, factory newspapers of the enterprises of Western Siberia and cleared regions of the country are of great interest to a research.

The Pravda newspaper contains valuable materials. In editorials it put before the party, Soviet organizations, all workers of the country specific objectives on assistance. Performances of the Pravda promoted increase in level of work of authorities on implementation of objectives.

Questions of the help to cleared regions took an important place and in subject of the Siberian newspapers. On their pages resolutions of party and Soviet bodies, addresses and appeals of separate collectives on creation of fund of the help to sponsored front-line areas, socialist obligations and also the facts testifying to the course of their performance were printed. These documents allow to judge high patriotism of toilers of Western Siberia.

Narrate numerous information materials which, as a rule, were printed under the general headings about daily affairs of collectives: "A hand of the brotherly help to the freed Donbass" (Kuzbass), "Workers of Altai help the areas freed from the German invaders" ("The Altai truth"), "In fund of defense and help to cleared regions" ("the Soviet Siberia"), "In fund of the freed Zaporizhia" ("The Omsk truth").

Materials of newspapers in total with archival documents give the chance more widely, more stoutly to understand and light many-sided patriotic activities of authorities and all workers of Western Siberia for assistance to the freed areas.

Performances of newspapers often had critical character. Documents such in total with data of archival sources help to understand difficulties of work, to understand the nature of shortcomings, to track ways of their overcoming.

A lot of interesting actual material large-circulation newspapers of the plants contain. Data of these newspapers are valuable the fact that they are primary, and is frequent and are unique. Many of them did not find reflection in documents of primary party and Soviet organizations. Unfortunately, these newspapers remained badly. Complete sets of large-circulation newspapers are available only on some plants.

Newspapers of cleared regions contain numerous data on labor heroism and courage of youth, workers, the technical officers who arrived there on different channels to recovery of the national economy.

At the same time it should be noted that not all questions of the help received extended coverage in newspapers. Work of separate collectives on patronage is insufficiently deeply presented, the reasons of failure of some obligations were not always opened. In essence, work on selection and sending shots to cleared regions did not find reflection in the press, there are inaccuracies in digital data. Nevertheless, newspapers are one of the most valuable sources.

It is necessary to carry various printing collections of documents and materials to the fourth group of sources. Part of them - thematic collections with all-union material, others are made of the materials emitted in the central, republican archives the third - from the documents taken from the local archives, institutions and articles published in the press. In all these collections, along with other materials, there are also those which help studying the considered problem.

Valuable documentary editions are collections "Solutions of Party and Government on Economic Questions (1941-1952)", t. 3. (M,

1968); "Companion Komsomol" (1918-1968)" (M.,
1969), which contain the most important resolutions of party, government and the Central Committee of Komsomol on the studied questions.

the Major specialized editions are collections "Criminal Intents — Criminal Means" (M., 1963); "Crimes of fascist aggressors in Belarusian the USSR" (M., 1965); "Top secret. Only for command" (M., 1967). They contain documents on terrible crimes of fascist aggressors on the Soviet land.

A number of interesting materials is available in collections of documents of the areas affected by occupation: "Zaporozhye region in days of the Great Patriotic War" (Zaporizhia, 1959); "Voronezh region in days of the Great Patriotic War" (Voronezh, 1948); "In days of severe tests" (Volgograd, 1966); "Lifted from ruins" (Volgograd, 1962), etc.

The collections of documents opening activity of the party organizations and workers of Western Siberia in the years of war are of undoubted interest: "Altai in days of the Great Patriotic War" (Barnaul, 1966); "Valorous work of workers, peasants, the intellectuals of the Novosibirsk region in days of the Great Patriotic War (1941-1945)" (Novosibirsk, 1964); "Omsk party organization in the period of the Great Patriotic War (1941-1945)", t. 1-2 (Omsk, 1960, 1961); "Party organizations of Kuzbass in days of the Great Patriotic War (1941-1945)", t. 1-2, (Kemerovo, 1962, 1965); "Tomsk party organization in days of the Great Patriotic War (1941-1945)" (Tomsk, 1962).

From five collections which appeared in areas of Western Siberia in 1960 the considered subject received the fullest lighting in the Omsk collection. In it from 130 documents 30 it is devoted to issues of assistance to cleared regions of the country.

The help to Donbass is presented in the Kemerovo collection by the insignificant number of documents (only 10 documents). In particular, there are no documents on dedicated fight of working class of Kuzbass on implementation of orders of party and government for Donbass, about work of the party organizations for selection, preparation and sending out on business of shots on the West, etc.

The special section "Help to the Areas and Cities Affected by Fascist Invasion" is available in the Novosibirsk collection of documents. However and in this edition these questions did not receive lighting. Funds of the Novosibirsk party archive have rich and various materials on the organization of the help to the freed areas. The studied subject in the Altai and Tomsk collections did not receive due lighting. In general from 1085 documents published in all collections only 74 reflect work of the party organizations and workers of Western Siberia on assistance to the freed areas.

A number of interesting documents contains the collection "Donbass — Kuzbass" (Donetsk, 1964) devoted to heroic communications of miners of the Donetsk and Kuznetsk coal basins; the second section in it is devoted to the period of the Great Patriotic War. Along with earlier published materials there is also a number of the new interesting documents helping disclosure of a problem here.

The fifth group of sources on the sounded subject is made by memoirs of the former heads of party and Soviet bodies, representatives of the public organizations which were directly involved in the organization of the help osvo-

It memoirs of the secretary of the Tomsk city town committee of party in days of war A.I. Tirkunov, the secretary on shots of the Tomsk city town committee of party of L.G. Fedoseyev, the chairman of the Tomsk Executive Committee of the City Soviet of People's Deputies N.G. Baranov, the secretary of the party organization of the Tomsk plant of rubber products S.A. Antsiferova, chairmen of gorrayispolkom of Tomsk Zemlyakov and F.V. Vasilchenko working on party mobilization for many years in the Baltics and other companions. The author of article managed to find also for some Siberians - participants of restoration of Stalingrad, Donbass, October and other railroads. Their memoirs are of great importance according to a problem.

The sequence of the groups and types specified in the classification scheme of sources corresponds to their importance for disclosure of a subject of a research.

The foreground in work of party and Soviet bodies was occupied by a question of providing cleared regions with the managerial personnel. The basis for its study are archive materials. In this direction materials of conferences, plenums and bureau have paramount value. Already setting of questions on bureau and plenums, their character, approach to their decision and also the summary data on performance of tasks, obligations which are contained in these documents allow to track the main areas of work, its effectiveness, systematicity, forms and methods. So, in 1943 - the first half of 1945 concerning selection and sending out on business to cleared regions of executives the Omsk, Kemerovo regional committees and the Altai regional committee adopted 66 resolutions. In them there are data on creation in the territory of Western Siberia networks of courses on preparation of the party and Soviet and Komsomol shots for the western areas, their roles in the solution of an objective.

Idea of work volume, difficulties, tensions help to receive telegrams concerning sending out on business of shots, directions in this respect, calls.

The large role according to this problem is played by annual reports of regional committees of the Siberian areas. They supply with the generalizing information about the number of the appointees seconded on the West to some extent allow to track qualification seconded, difficulties which the party organizations when carrying out work met, ways of their overcoming.

Considerably lists of the communists directed to work in osvobozh-enrich a research

day areas. They are in annexes to resolutions of bureau and in special affairs. They contain data on posts that allows to make quality characteristic of seconded.

Documents of the former party archives contain cases on accounting of the communists who arrived on evacuation and their departure to former places of work. Some of them are followed by references, explanatory and the reports giving an idea of work volume. Unfortunately, it is a little such data and therefore it is not possible to establish the end results of this work.

In resolutions of bureau of regional committees on sending out on business of the managerial personnel, with rare exception, it was not carried out divisions into the evacuated and local workers. There are no such data and in annual reports of regional committees of party. All this complicates clarification of a question of a ratio between the evacuated and local party and Soviet, Komsomol workers directed to the West.

Archive materials are resolutions, annual reports of the enterprises and the railroads, calls, references, statements - are a basis for studying a question of assistance to cleared regions economic shots.

Difficulties in the solution of this task are that this work was carried out in many directions (responses through the ministries and departments, mobilization with groups of reducers, personal responses of experts, etc.) and therefore in archives of Western Siberia materials on this problem are scattered on numerous funds.

To the main documents characterizing activity of party and Soviet bodies in this direction besides resolutions, it is necessary to carry telegrams of regional committees in the Central Committee of the All-Union Communist Party (bolsheviks), the decision of meetings of communists of primary party organizations and such important documents as addresses of separate staff of the enterprises and organizations with an appeal to release and prepare qualified personnel for recovery of the national economy of the country. Difficulties in the solution of this task are confirmed by addresses of heads of the enterprises of mines to narcomats with a request to delay sending out on business of the evacuated workers in connection with difficult personnel situation in Western Siberia, etc.

The fullest, the systematized and summary data on work on selection and sending out on business on the West of workers and technical officers contain the annual reports of the Tomsk and Omsk railroads which are stored in archive of West Siberian Railway. In them are available

data on implementation by roads of obligations for training for the freed highways of the country, the most valuable data on completing of special formations, sending out on business of the evacuated and local railroad workers. These documents allow to make fuller picture not only about quantitative, but also about the qualitative list of the railroad workers seconded to the western highways.

An important source of studying a question are documents of departments of the executive committees of account and distribution of labor and the economic device evacuated. Unfortunately, their documents not everywhere well remained. Documents of the Head resettlement department at Council of ministers of RSFSR allow to meet the essential lacks concerning mainly the end results of work (f. 327), stored in the State archive of the Russian Federation (GARF, byvsh. TSGAOR of the USSR and CGA RSFSR).

Various archival documents characterize work of the party and Soviet organizations for mobilization of working class of Western Siberia on implementation of orders for restoration of the industrial enterprises, power plants, the railroads of the country. Quarter plans of supply of equipment, special orders, dresses, telegrams of people's commissars, directions of the All-Union Communist Party (bolsheviks) of the Central Committee give an idea of scales of the tasks facing the party, Soviet and economic organizations in the solution of these questions. The action program of regional committees and regional executive committees in this direction is traced from the resolutions, letters and orders lowered on places.

Work of primary party committees resolutions of factory party committees, reports, information, certificates of holding meetings and meetings on discussion of these questions characterize, materials about expansion of a socialist competition, data on the course of public reviews of organization of labor, on creation of Komsomol and youth crews on performance of tasks, Komsomol headquarters and posts. Some materials concerning a socialist competition were published in the press. Despite this, the main documentary base and this question are archive materials.

It should be noted that in work on this problem of the author the greatest difficulties expected. The fact is that fight for implementation of orders for Donbass and other cleared regions of the country was a component of fight of the party organizations of Western Siberia for implementation of the state plan in general. Therefore in many documents this work was not allocated that significantly complicates search and collecting materials.

The state archives of Western Siberia contain the interesting documents opening a contribution of toilers of Western Siberia to recovery of agriculture of cleared regions of the country. In funds of the Novosibirsk regional committee and the Altai regional committee of the All-Union Communist Party (bolsheviks), special affairs in which various documents concerning repair and shipment of agricultural machinery to Ukraine, to the Stalingrad, Rostov, Kursk regions, to the Stavropol and Krasnodar regions [4, l are collected were postponed. 1073; 5, l. 1-103]. There are resolutions of regional committees of party on mobilization of the agricultural machinery, orders of a narcomat of state farms of the USSR, plans of shipment for areas, state farms and trusts, reports of authorized regional committees of party, the telegram and the letter of regional committees to areas, reports about the course of repair, the reason of a delay of shipment of the equipment and other materials. These documents considerably help to track the course of performance of a task as in general on areas, and on separate state farms and trusts.

However despite the value of the available documents, funds of party archives do not contain the generalizing data on all areas that would give the chance with a reliable accuracy to sum up the quantitative results of the carried-out work. This extremely essential lack is met by documents of the Ministry of Agriculture of the USSR (f. 7486), the economies which are stored in the Russian state archive (RGAE, byvsh. TSGANF of the USSR). There are three most interesting documents on the considered subject: "The report about shipment of agricultural machinery to cleared regions under the resolution of the Central Committee of the All-Union Communist Party (bolsheviks) and SNK USSR of January 21, 1943", dated on August 7, 1943 [6, l. 66].

Certificate of the Ministry of Agriculture of the USSR of implementation of the resolution of the Central Committee of the All-Union Communist Party (bolsheviks) and SNK USSR of January 21, 1943 [6, l. 44-45, 64-65]; The Certificate of the Ministry of Agriculture of the USSR of mobilization and return of earlier evacuated tractors and the agricultural machinery to cleared regions of the country under resolutions of the Central Committee of the All-Union Communist Party (bolsheviks) and SNK USSR of January 21 and on August 21, 1943 [7, l. 105107]. These documents sum up the results of huge work of party and the people on implementation of important solutions of party and government on recovery of technical base of agriculture of the western areas and give the chance to understand a role of Western Siberia in the solution of this question.

Materials of fund of Head department of livestock collective-farm farms of the National commissariat of agriculture of the USSR (f. 9477), along with documents of local state archives, are istochnikovy base for studying a question of a contribution of Siberians to recovery of public livestock production of cleared regions.

Most fully in the state archives of Western Siberia materials of the patronage help of Siberians are presented. Important information on a subject contains in letters, official reports, reports and the addresses of Siberians to workers of cleared regions and also toilers of sponsored areas to Siberians. Most fully this type of a source remained in the affairs of the former party archive of the Novosibirsk region which are stored now in the Novosibirsk state archive. In other archives of the West Siberian regions such documents remained in smaller quantity. They are not numerous and in archives of the freed areas of the country.

Interesting documents for studying questions of the leadership in the patronage movement are plans of works of the party, Soviet, Komsomol and economic organizations of all levels. Their analysis demonstrates that extensive and time -

a nostoronny circle of issues which they resolved, mobilizing masses for assistance to sponsored areas. It should be noted that on patronage the share of the published documents is much higher, than on other problems of a subject. However and here many questions can be found out only in combination with archival sources.

Availability of the big documentary material obtained from various sources allows to carry out an inspection of reliability of the facts by means of the analysis and comparison.

Use in total of all considered above, published and unpublished sources gives the chance more objectively to estimate a contribution of Siberians to recovery of the national economy of the country in days of the Great Patriotic War that was one of components of a world-wide and historical feat of the Soviet people.

The HIGHER SCHOOL of SIBERIA at the end of 1950 - the BEGINNING of 1990 (PROBLEM HISTORIOGRAPHY)

A domestic historiography of a problem "The higher school of Siberia in the late fifties - the beginning of the 90th of the 20th century" is presented by the generalizing and special works: collective works, monographs, theses, brochures, separate articles, performances and reports at conferences (see, e.g.: [1]).

The literature concerning this problem can conditionally be divided into three groups: one covers the end of 1950 - the first half of 1980, another - the second half of 1980 until the beginning of 1990 and the third - since the beginning of 1990 till present.

It should be noted that though this perspective and differs in a thematic variety, however the works characterizing all higher education system of Siberia with identification of trends of development throughout the long periods, I base -

shchikhsya on the considerable massif of documentary sources, no. Distinctive feature of these publications is their restriction with a narrow thematic, chronological and territorial framework.

In the offered article the author is not limited only to the works devoted specifically to the higher school of Siberia, and considers them on wider background of the literature reflecting study of the higher school of the country of (USSR) in general.

Specific socio-political conditions and an ideological zadannost predetermined the main contents and conclusions of the historiographic works devoted to issues of development of the higher school and which came out at the end of 1950 - the middle of 1980.
