The ecological and educational book as regularity of development of modern book culture of Russia (on the example of Siberia the 90th of XX - the beginning of the 21st century) 1

In article features of the edition of printed materials on ecological education by the non-governmental nature protection organizations and government nature protection institutions of Siberia are considered.

The article discusses the peculiarities of publications on ecological education of non-government organizations and state nature preserving structures of Siberia.

Overcoming by the international community of consequences of anthropogenic intervention in the biosphere, search of optimum ways of a koevolyution of the person and the nature caused the necessity of formation of a system of ecological education. One of results of this process was emergence of category of the editions called us the ecological and educational book. [The term "ecological and educational book" offers to designate by the author the periodic and acyclic works of the press intended for laymen, a main objective of which is the evidence-based explanation of environmental problems and formation of ecological culture of citizens].

From the middle of the 1990th the nature protection organizations - first of all, the non-governmental nature protection organizations (NGNPO), and then the government nature protection institutions become initiators and the main subjects of the edition of environmental-educational printed materials in Siberia. Their publishing promotes realization of one of the main areas of work consisting in ecological education and informing the population, information support of non-governmental organizations and experts.

Today about 30 non-governmental nature protection organizations of Siberian Federal District conduct active publishing. The News ecological agency (InEkA, Novokuznetsk), Regional environmental public organization "IRBIS" (Kemerovo), Interregional charity public organization "Siberian Ecological Center" (MBOO "Sibekocentre", Novosibirsk), Regional public organization "Baikal Environmental Wave" ("BEV", Irkutsk), etc. are that, in particular. Realizing a task of ecological education of Siberians, they publish a significant amount of printed materials.

Publishing of the nature protection organizations of Siberia is rather various by names and on financing sources. Except the regional, regional, republican budget, means for release of the environmental-educational book get from holding any action, turn out in the form of grants. Strongly entered practice of work of data of structures about, and

the ektny activity aimed at finding additional sources of financing. Financial participation in publishing of NGO of large international public funds, projects and regional programs is very important: Interregional public ecological fund ISAR-Siberia, Interregional Soros fund (Open Society institute), Global Environment Facility "Preservation of a biodiversity", TASIS (Technical Assistance for the Commonwealth of Independent States) "Informing population and dissemination of ecological information", etc. [1; 2, page 36].

Between the state and non-state publishers of ecological and educational printed materials there were partner, interdependent relations. It is possible to tell that so far the system of these publishing cells was structured. Nature protection executive authorities of Siberian Federal District are main customers of the ecological and educational literature which is published the non-governmental nature protection organizations and also participate on share conditions in its release together with NGO and other government nature protection institutions, ecological associations of interregional level, not only Siberia, but also the Russian Federation. In particular, within the regional target program "Environmental Protection in the territory of Altai Krai" for ecologoprosvetitelsky actions in 2006 it was allocated from the regional budget of 1 million 780 thousand rubles, from them 1 million 50 thousand rubles are spent for publishing. Money was spent: on the monthly edition of the regional ecological newspaper "Priroda Altaya" with a circulation of 5 thousand copies - 0.6 million rubles; on reprinting of the Red List of Altai Krai (1 and 2 volumes) - 0.2 million rubles; on promotion of ecological knowledge, ecological education and education of the population through media - 0.1 million rubles; on preparation and release with a circulation of 1 thousand copies of materials for the annual edition of the report "About a state and about environmental protection in Altai Krai in 2006"-0.15 million rubles [3, page 148-149]. About 1 million rubles was allocated for publishing within the similar regional target program "Environmental Protection and Ensuring Environmental Safety in the territory of Krasnoyarsk Krai" in 2007 from the regional budget, from them on preparation and the edition of an anniversary album "100 anniversary of falling of the Tungus meteorite" 501.3 thousand rubles, were spent for development and the edition of the state report "About a state and environmental protection of Krasnoyarsk Krai in 2006"-500 thousand rubles [4]. Similar assignment is characteristic practically of all nature protection

structures of executive power of Siberian Federal District.

Feature of development of publishing of NGO is not only the dependence on a financing source, but also absence of the central managing director of a link. The publishing activity of NGO is regulated only by enthusiasts of these organizations who participate in publishing work, as a rule, on a voluntary and gratuitous basis. Degree of this activity also depends on them.

In modern conditions publishing on ecological education of NGO of Siberia includes creation, preparation and issue of periodic and acyclic editions (average circulation of 300-500 copies): books, brochures, booklets, leaflets.

In the territory of Siberia today nature protection structures issue about 30 periodicals (the minimum circulation - 100 copies, maximum - 5-7 thousand copies). Practically all these editions do not observe the stated frequency of release because of irregularity of financing. In particular, the lack of funds was one of the bases of the termination of release of MBOO "Sibekocentre" of periodicals: the working bulletin "Siberian Ecological Bulletin" (all 16 numbers with an average circulation of 300-350 copies were issued); The Siberian messenger of ecological education "Together all over the world" (5 numbers, average circulation is 450 copies) (fig. 1).

Functionally ecological and educational book published by NGO of Siberia can be divided into designed to inform, agitate and mobilize wide public, and reflecting debatable issues of activity of the non-governmental nature protection organizations. On the nature of publications among editions of NGO of Siberia prevail methodical

grants and information materials of local history orientation that corresponds to the all-Russian trend. In particular, in 2001 within practical actions in protection of the Barguzin valley the Regional public association "Friends of the Barguzin Valley" (the item Kurumkan, the Ku-rumkansky area, the Republic of Buryatia) published the booklet "Let's Save the Barguzin River" [5, page 29].

The regional public organization "Baikal Environmental Wave" in 1997 published the book "Baikal Close" with a circulation of 2 thousand copies which acquaints readers with the surprising work of the nature - Lake Baikal. In 1998 were published the book with a circulation of 1 thousand copies: The "Truth about dioxine" representing the translation of the most important chapters of the book L.M. Gibbs of "Dying from dioxins" and the book "Begin to Act to Stop Dioxin Pollution" containing materials of the 3rd Civil conference on dioxine (Baton Rouge, USA, 1996) is invaluable experience of long-term fight of citizens of the USA against dioxin danger. In 2002 the book "Society and radiation was published. Shortly about history and problems" (1500 copies) in which the point of view of the public environmental and anti-nuclear organizations is reflected, general information about radioactivity is given, the radiation situation in the Irkutsk region is considered [6]. Same year with assistance of Interregional public ecological fund ISAR-Siberia the color study guide "My World" with a circulation of 1 thousand copies in which experience of many teachers of Great Britain who are independently developing the subjects connected with ecological education and education of children of elementary and middle school [7] is built was published. The collection of stories of different years of the honored ecologist of Russia, the member of the Writers' Union, Siberian S.K. Ustinov "The wolf song" was published with a circulation of 1 thousand copies in 2003 [8]. In 2005 the brochure with a circulation of 2 thousand copies "Energy resources saving was published: begin with yourself! (Measures which each of us for economy of personal funds and environmental protection can carry out)", etc. Samples of publishing products of "BEV" for 1997-2005 are shown in fig. 2.

In 2001-2003. The news ecological agency (INEKA) "Strengthening of influence of environmental non-governmental organizations on society by creation of regional networks of NGO" which was financed within the "Small Projects of Embassy of the Kingdom of the Netherlands" program (MATPA) implemented the project. As a result of the project, among other things, the public report "A problem of the municipal solid waste (MSW) in the Kemerovo region" is published and widespread; methodical recommendations for are published

business in the sphere of circulation with MSW. By results of work, taking into account the importance of the editions published for this period, the president of the Center of environmental policy of Russia academician A.V. Yablokov called InEkA among three best regional public organizations [9]. Examples of publishing products of InEkA for 2001-2004 are presented in fig. 3.

Actively the publishing group of the Kemerovo regional environmental public organization "IRBIS" conducts publishing in the Kemerovo region (KREOO IRBIS). So, in 2005-2007 at the expense of Public institution "Regional Committee of Natural Resources" and the project of PROON / GEF "Preservation of a biodiversity in the Russian part of the Altai-Sayansk ecoregion" of KREOO IRBIS together with the Kemerovo state university

and the Center of additional education of children of V. Voloshina the books of a series of study guides devoted to studying ecology of the cities, the nature of Kuzbass were published. In particular, in 2006 there were books "Housewarming for Birds", "Workshop on Studying Ecology of the Cities of Kuzbass" with a circulation of 500 copies everyone; in 2007 - "The alphabet of ecological tourism", with a circulation of 500 copies and in addition 1 thousand pieces. The list of the IRBIS KREOO editions within the project in 2007 and also examples of publishing products of this organization for 2006-2007 are reflected in fig. 4.

In the bibliographic reference book "Environmental protection in the Tomsk region: the bibliography of works till 2002" (circulation of 150 copies), published by regional public organization "Tomsk Ecological Student's Inspectorate of Lev Blinov" (TESI) and the Tomsk state university with financial support ISAR-Siberia, the works devoted to study and the solution of environmental problems in the Tomsk region are presented [10, page 1013]. TESI at the initiative of group of the organizations "Nature Protection Initiative of the South of Siberia" with assistance of Network of Sacred Earth published in 1998 the reference book "Nature Protection Initiative of the South of Siberia" [11]. According to publishers, it is possible to find the main information on the public and other Siberian organizations concerning nature protection activity in the reference book. In 2006 in connection with the twentieth anniversary of the Chernobyl accident with assistance of the Ecodefense group of TESI at schools of the city were

"The Chernobyl lessons" - the folder created for the aid to subject teachers are widespread. It included the materials containing useful information how it is correct to explain to pupils what is radiation what danger it constitutes and what to do in case of radiation accident [12, page 87].

Serious omission in publishing work of NGO of Siberia is the lack of coordination of the regional organizations with regional, regional NGO and the systems of distribution which is limited to mailing of editions by mail (as a rule, it is free), distribution through courier service and the Internet.

Despite the difficulties which amplified recently, editions of nature protection structures of Siberia in modern conditions solve a problem

ecological informing, education, formation of ecological culture of the population of Siberian Federal District, and the non-governmental nature protection organizations of Siberia are the most important organizers of release of the ecological and educational book.
