GALINA ALEKSANDROVNA OZEROVA AND SIBERIAN BIBLIOGRAPHY

The role of the outstanding bibliographer-local historian G.A. Ozerova (1.09.1905, St. Petersburg-9.12.1990, Leningrad) in development of the bibliography of the local history bibliography of Russia reveals. On the basis of archive materials the development of theoretical and methodical problems of preparation of a series of indexes "The bibliography of the local history bibliography of RSFSR" is analyzed. The role of State Public Scientific Technical Library of the Siberian Branch of the Russian Academy of Science as coordination center of scientific and special libraries of Siberia and the Far East is shown.

Galina Aleksandrovna Ozerova (1.09.1905, St. Petersburg - 9.12.1990, Leningrad) - the outstanding domestic bibliographer-local historian; "ancestor" of the bibliography of the local history bibliography of Russia. It possesses the practical embodiment of a series of indexes "The bibliography of the local history bibliography of RSFSR", methodical equipment of the project and development of the theoretical questions connected with this problem. In fifty years of fruitful work Ozerova prepared more than 70 printing works, a large number of reports, reviews, responses. Its extensive correspondence, unpublished works, reviews, notes concerning the local history bibliography is stored in RNB archive.

With the Siberian bibliographers and the Siberian bibliography Galina Aleksandrovna had long-term strong communications. It is possible to assume that these communications arose in the 1940th when she the taken place professional, the mature person who underwent blockade came to a postgraduate study at the State public library of M.E. Saltykov-Shchedrin (GPB) and began to work on the subject "Sources of the Regional Bibliography". The famous researcher of Siberia, the bibliographer-local historian, the literary critic and the ethnographer Mark Konstantinovich Azadovsky (1888-1954) became her head. These years he worked in Leningrad, however kept close ties with Siberia. The thread from "gold decade" of the local history bibliography in post-war bibliographic practice was so stretched.

In 1955 Ozerova made the project of creation of the index of local history bibliographic grants. After discussion of the project

identification and a raspisyvaniye of sources, drawing up a working card file began; in parallel there were an identification and the analysis of bibliographic products of regional libraries. It made the state-of-the-art review of the local history bibliography of the Russian Federation for post-war decade (1946-1955)/1/. In Siberia and in the Far East during this period mainly Khabarovsk and Seaside regional, Novosibirsk and Kemerovo regional libraries were engaged in bibliographic activity. The system of local history bibliographic grants began to develop, and Galina Aleksandrovna traces development of her main links. These years the first annual indexes of the current local history literature are published. There is a zone year-book "Literatura O Dalnem Vostoke" for 1956-1957

First of all Ozerova is interested in the general (complex) recommendatory indexes of local history literature (later they will belong to type "What to read about... edge"). It notes the indexes devoted to Khabarovsk Krai and the Kemerovo region, estimates compliance of reader's purpose of these indexes addressed to "the mass reader", their actual volume and filling by literature; in detail stops on material systematization.

Analyzing the industry local history bibliography, Ozerova considers it on branch and theme groups. First of all it is the indexes of agricultural subject published Altai and Seaside regional, Novosibirsk and Sakhalin regional, Yakut republican by libraries. On local history subject recommendatory indexes and instructions of Khabarovsk Regional Scientific Library are selected. In the review growth of number of the bibliographic editions promoting works by local writers is noted. Siberia, the Far East, Primorye are called among the few areas where indexes of the works of art written on local material are created (later - like "Edge in fiction"). Much attention is paid to biobibliographic grants as already then there are questions by definition of accessory of "local figures", selection of names for indexes of this type. From the bibliographic products considered in the review (more than 120 nazv.) approximately the sixth part is the share of the Siberian and Far East libraries.

Ozerova notes the width and a variety of subject of bibliographic grants and stremle-

ny the most part of libraries to give local history character to the questions, most relevant and specific to the edge.

(Nowadays State Public Scientific Technical Library of the Siberian Branch of the Russian Academy of Science), "The bibliography of the local history bibliography of RSFSR" ("BKB RSFSR") became the main work which connected Galina Aleksandrovna with Siberians, in particular with State Public Scientific Technical Library FROM Academy of Sciences of the USSR. Such huge project demanded cooperation of the central and local libraries.

GPB acted as the basis for this work, Ozerova took the trouble to reveal and present a wide range of the sources attracted to investigation of materials of the local history bibliography to the order of the interested libraries.

In 1963-1964 there were first volumes "BKB RSFSR" - the release devoted to the North Caucasus and the 1st part where universal and industry indexes about the beginnings of the 19th century on 1960 containing local history materials were considered. Ozerova entered into an active correspondence to local libraries. With one of the first there began work on the bibliography of the bibliography of the Far East the Khabarovsk Regional Scientific Library (KRSL) - its sector zone bibliografii1. Ozerova gave to the Khabarovsk bibliographers detailed consultations about selection criteria of bibliographic sources, in particular about selection of the priknizhny bibliography. Methodical materials on "BKB" and the preliminary list of bibliographic grants across the Far East which then was analyzed and complemented with materials for 1961-1967 were sent to Khabarovsk the 1st part of "BKB RSFSR" was used during the work on the scientific and information index "Forestry of the Far East".

Are interested in Ozerova's work on the bibliography of the local history bibliography and library of Eastern Siberia. In 1965 Galina Aleksandrovna received letters from the East Siberian branch Academy of Sciences of the USSR (Irkutsk), from Republican library Buryat to send to the ASSR (Ulan-Ude) with a request the list of the bibliography of the 2nd degree across Eastern Siberia (the preliminary list will appear only in 1967). In works of the East Siberian institute of culture in 1965 I.G. Mora-genshterna review of the 1st part of "BKB RSFSR" is published - Isaak Grigoryevich sends the copy of the review

Ozerova, he is also interested in a condition of work on the parts devoted to Siberia and the Far East.

Ozerova discussed issues of the Siberian bibliography with Valery Alekseyevich Nicolae-vym2. Their correspondence began in 1957, Nikolaev responded practically to all publications of Ozerova. As she wrote later about this correspondence: "In the 50th years of only unit were engaged in the theory, history and a technique of the local history bibliography. For extensive discussion of new materials, disputable forms, terms and problems there were very few opportunities. Therefore private correspondence, exchange of views of people of one profession, interests of the same social standing"/2 was of great importance. - Page 138/. Nikolaev established close ties with bibliographers of Siberia, accumulated materials according to the Siberian bibliography and about the Siberian bibliographers, reported about it in the letters to Ozerova. Him, as well as Galina Aleksandrovna, the question of drawing up the guide to the bibliography of Siberia borrowed.

Creation of the index of bibliographic grants already initially was in plans of regional merging of scientific libraries of Siberia and the Far East therefore State Public Scientific Technical Library FROM AN one of the first responded to undertaking of Public library on joint creation of regional volumes "BKB RSFSR". Ozerova's cooperation with colleagues from State Public Scientific Technical Library continued almost ten years. It was reflected in documents, articles and Ozerova's reports, correspondence.

In October, 1966 Galina Aleksandrovna participated in the first scientific conference on problems of development of the bibliography of Siberia and the Far East which was taking place in Novosibirsk. At this conference of State Public Scientific Technical Library it was approved by the regional coordination center for the bibliography of Siberia and the Far East, the regional coordination council was created; the Provision on coordination of scientific libraries of Siberia and the Far East and the resolution of a conference where there was point on collaboration of libraries in the bibliography of the bibliography of the region is accepted. In the presentation at the conference concerning work on the bibliography of the bibliography of Siberia and the Far East, Galina Aleksandrovna consistently states the opinion of this problem: proves need of creation of uniform summary volume bib-

liografiya of Siberia and the Far East on the basis of the uniform principles, with application of uniform main methodical receptions; offers at cooperation of GPB with the largest libraries of the region a role of the organizational and methodical center of this work to assign to State Public Scientific Technical Library/3/. Participating in discussion of the reports submitted at a conference (V.A. Nikolaeva, V.P. Sokolova, etc.), Galina Aleksandrovna raises the important questions concerning first of all the bibliography of the second degree. She considers that wide territorial limits of the majority of bibliographic works and the complex nature of a number of problems put forward need of creation of the bibliographic grants erasing conditional territorial restrictions from the Urals to eastern frontiers of the USSR. Later these reflections will find the reflection when developing a technique of the bibliography of the local history bibliography when Ozerova the first starts talking about disengagement between local history and regional materials and its provisions will serve as the starting moment to development of the theory of the regional bibliography and its conceptual framework/4/.

To conferences in Novosibirsk the editor of work on the bibliography of the bibliography of Siberia and the Far East invited V.A. Nikolaev. Later Ozerova will write: "Valery Alekseyevich understood the editorial duties widely. Without waiting for the termination at least of an initial stage of work, he at once and hotly joined in it, discussing controversial issues with performers, generously sharing the knowledge, making specific proposals and additions. It was only possible to dream of such editor"/2. - Page 144-145/.

Since the end of 1966 the subject of the Siberian release of "BKB" takes the main place and in Ozerova and Nikolaev's correspondence. They discussed many methodical issues: about inclusion of indexes and lists of personal character and the principles of their selection; about obligatory inclusion of reviews of bibliographic indexes as most valuable material for studying history of the bibliography; at account in the index of catalogs of local libraries Nikolaev suggested to make the reservation: "catalogs only the editions including entirely or partially about Siberia". It is necessary to tell that these issues still remain topical during the work on local history indexes.

Ozerova sent to Nikolaev typewritten preliminary lists of bibliographic grants across Eastern Siberia and the Far East. He complemented them with the materials.

As Nikolaev annually was in Novosibirsk, he reported to Ozerova about A.V. Suvorova and Ya.G. Haninson's work and also complained that work progresses extremely slowly. "Refer in State Public Scientific Technical Library to some objective circumstances, but, in my opinion, just there is no person who could finish business at speed."/2. - Page 147/.

However we will return by 1966. In December an agreement of GPB and State Public Scientific Technical Library on joint drawing up and the "Bibliografii Krayevedcheskoy Bibliografii Sibiri I Dalnego Vostoka" edition with the assistance of scientific libraries of the region was signed. Ozerova developed the handout and the methodical letter according to "The bibliography of the bibliography of Siberia and the Far East" which were discussed in State Public Scientific Technical Library, and on February 21, 1967 - in GPB, at methodical combination of the bibliography of the second degree with participation from A.V. Suvorova's State Public Scientific Technical Library. A number of organizational and methodical decisions was accepted. So, unlike the previous releases of "BKB RSFSR" for the Siberian releases not a geographical, but systematic row was chosen as the main division that appeared more acceptable for the large region which study went on through problems. Chronological borders of work extended - till 1968

Ozerova made available to State Public Scientific Technical Library a working card file in which bibliographic materials (for 1960) by all Asian part of RSFSR were collected; preliminary lists to the index are made and distributed to participating libraries of project/5/; work with sources is distributed. All this work required constant attention of Ozerova and correspondence with performers. In the first years, work goes at good speed, Galina Aleksandrovna's correspondence with Alla Vasilyevna Suvorova who came to State Public Scientific Technical Library in November, 1966 testifies to it and for two years became the chief performer raboty3.

In 1969 in State Public Scientific Technical Library there was a reorganization, the sector of coordination as a part of scientific and methodical department where work on the index is transferred was created. Lyudmila Serafimovna Pankratova who came to State Public Scientific Technical Library from the Altai regional library became the main performer. And since 1971 Alice Nikolaevna Lebedeva was connected to work. The Novosibirsk bibliographers are engaged in annotation, material systematization, look through and specify

the massif of the bibliographic records sent from Khabarovsk. In parallel the State Public Scientific Technical Library begins preparation of annual indexes according to the bibliography of the bibliography of Siberia and the Far East, and Ozerova in the letters pays attention that constant change of performers and derivation of forces with year-books in State Public Scientific Technical Library leads to a considerable delay raboty4.

In August, 1971 Galina Aleksandrovna participated in the academic and research conference "Coordination of Information and Bibliographic Service of Scientists and Experts in Siberia and in the Far East" which was taking place in Khabarovsk. In the report "A role and the place of the largest universal libraries of the USSR in coordination of work on drawing up the bibliography of the local history bibliography"/6/it spoke about the difficulties which arose in work: the remoteness of participants from each other complicated their communication, braked the solution of the questions arising therein; expansion of chronological limits of the index and a set of additional materials almost doubled the planned work volume. And still the main attention was paid by it to those advantages which gave by drawing up the index coordination and cooperation with State Public Scientific Technical Library WITH AN: immeasurably opportunities and scales of work grew; all huge territory of an Asian part of Russia "was bibliographic served" at a time and uniformly. Any of libraries would not manage to collect alone such extensive material on the area, without speaking about adjacent territories and the region in general. Participation in big collective work became good school for all participants of collaboration. Collective efforts on investigation of bibliographic material helped elimination of departmental barriers and raised value and practical use of the local history bibliography on places.

Experience of coordination and cooperation was postponed for the Urals, then - to the Volga region and the Center.

Not only Galina Aleksandrovna's report at this conference, but also its remarks in a debate and a final performance about which we can judge by its marks and records on the pages published to a conference tezi-is interesting

owls/7/. Ozerova pays attention to the key, interesting her questions. So, the serious, based on big concrete material T.A. Vorobyova's report "The uniform methodical principles of creation of the industry scientific and information bibliography of the region" suggests it an idea of need of definition and differentiation of concepts of the "regional" and "local history" bibliography again. Ozerova writes that the objects and subjects defining an economic profile of the region not all are local history, and the technique of the regional bibliography almost does not differ from the principles of drawing up the industry bibliography; that to use concepts the "regional" and "local history" bibliography as synonyms it is impossible, - it can lead to a number of incorrect provisions that the new step in development of the theory of the local history bibliography is necessary.

According to the report of the chief bibliographer of HKNB E.M. Alyonkina on experience of the Far East zone association Ozerova notes that publicizing of experience of cooperation and coordination in zones is very useful as though zone postoyannodeystvuyushchy associations are not enough so far, their value increases and very in due time to show what is done by library in the zone plan. Highly appreciating T.Z. Matveeva's report "A technique of drawing up the index like "That to read the lake edge (area)", Ozerova suggests to make on its basis the study guide for libraries on this subject/8/.

Thus, participating in a conference, Galina Aleksandrovna, as always, paid attention to the most relevant problems at that moment, to the questions of the theory and a technique of the local history bibliography which are most concerning her.

Work on the Siberian volumes of the index was continued. In January, 1973 Ozerova is forced to address with the letter the director of State Public Scientific Technical Library Nikolay Semyonovich of Kartashovu5 in whom draws its attention to "a neglected state" of work, tightening of terms and non-performance of State Public Scientific Technical Library of the undertaken obligations. It is discussed in the letter and a question of editors of work - Ozerova absolutely rejects A.N. Buchenkov's candidacy, proving it by the fact that he is not engaged in the Siberian literature and the bibliography long ago and never concerned the bibliography of the second degree. It agrees to A.V. Mamontov's candidacy, but assumes that he will hardly be able to become an editor because of the employment and considers the most suitable editor A.V. Suvorova: "She knows Siberian a mat -

rial, worried and changed the mind all technique, it is vigorous also the ukhvatist, this work for it not foreign is familiar with Nikolaev's installation and, in general,", but Ozerova considers that the scientific editor is unreliable to this edition and such introduction article which Nikolaev could write is not necessary. However the State Public Scientific Technical Library makes the decision to do without editor and to be limited to work reviewing. In January-February, 1974 through joint efforts of two libraries carried out final preparation of the manuscript, and in September of the same year the index printed in Novosibirsk is sent to Galina Aleksandrovna.

In the works on the bibliography of the local history bibliography Ozerova repeatedly emphasized the role of State Public Scientific Technical Library in its formation; wrote that not only provided to State Public Scientific Technical Library scientific libraries of all eighteen edges, areas and autonomous republics of the region with the retrospective arch of bibliographic grants, but also supplemented it with thematic reviews and continues to supplement with regular releases of the current index of bibliographic grants across Siberia and the Far East, creating the uniform system of regional bibliographic information.

The Siberian subject continued to occupy Ozerova and in the next years. In 1979 there was an interesting, not having analogs in methodical local history literature work on information bibliographic providing science and production of Siberia and the Far East/9/. The value of these recommendations is that the problem was considered in a complex, the sources capable to provide as the scientists and experts dealing with regional problems and the "mass" reader understood. The brochure of two printed pages extraordinary capacious according to contents: data on implementation of the program of development of east regions of the country, relevant those years, are provided; the system of security of this subject within Siberia and the Far East and the European part of RSFSR is shown by retrospective and current information. First of all the system of bibliographic grants which developed in the territory of the region is considered; the place of the region in multivolume summary bibliographic works is presented; and also bibliographic security of the main problems of development of productive forces of the region, both on subjects, and across territories, it is also recommended to libraries of the European part of RSFSR that they could make use of experience and grants of the Siberian libraries to get acquainted with this system. Are given concrete

recommendations to these libraries on work with the Siberian subject. Considering the youth structure of the population of Siberia and the Far East, Ozerova suggested to pay special attention to the recommendatory bibliography, to carry out its special analysis and to considerably increase the specific weight of this link bibliogra-

a fichesky system in the region. The author pays attention to improvement of organizational bases and increase in efficiency of bibliographic information in the territory of the Siberian and Far East region.

In this work Ozerova concerned very relevant and in today's conditions of questions of studying the needs for local history bibliographic information and about availability of local history bibliographic indexes. These questions concerned her in the 1950th. She considered that "the list of the people who are engaged to some extent in study of local lore is extraordinary various on readiness level, on specialization and in focus of local history activity"/4. - Page 8/. As for availability of local history bibliographic indexes, Ozerova noted that some bibliographic editions are not considered by All-Union book chamber as "small material" and drop out of a field of vision of bibliographers/1. - Page 143/. In the methodical recommendations of 1979 she addressed these questions, including them extremely important again.

Characterizing a condition of informatsionnobibliografichesky providing science and production of Siberia and the Far East, she noted that "studying information needs of scientists and experts of the region and its separate parts only begins. At broader and systematic statement it has to have positive impact on improvement of all system of the Siberian bibliography - its full compliance with the program of study and development of Siberia; more differentiated approach to operational forms of the current bibliography; higher help qualities of separate bibliographic grants"/9. -

Page 20-21/. "As for bibliographic security of the Siberian and Far East perspective, it can be considered satisfactory only within the region. Beyond its limits it leaves to wish a lot of best". It is known that numerous regional editions only in small degree get out of borders of the region because of their small circulations. Ozerova asked that "it is unreasonable to be engaged in bibliographic equipment of this subject in the European part of the country in parallel with Siberians. It would be more correct to use bibliographic editions of libraries of the region in all network of the country"/9. - Page 32-33/.

Creative and friendly relations of Ozerova with Siberians proceeded. In correspondence the issues connected with work of State Public Scientific Technical Library on the index "The book, library science and the bibliography in Siberia and in the Far East" over the current year-books of the bibliography of the bibliography of Siberia and the Far East were discussed with A.N. Lebedeva. Alice Nikolaevna was carried away by the same idea, as Galina Aleksandrovna, - creation of the guide to sources of local history literature and the bibliography of Siberia and the Far East. She connected the scientific interests with the bibliography of the second degree and consulted on Galina Aleksandrovna. On the subject "Bibliography of the Local History Bibliography of RSFSR" Lebedeva defended the dissertation in Leningrad in 1980

Reviewing was the important direction of methodical work of Ozerova. About ten unpublished reviews and responses for bibliographic works of the Siberian libraries remained. Reviews of manuscripts of bibliographic indexes as they are calculated on further work of originators and editors are most interesting and give detailed analysis of the presented materials. For example, such reviews are written on indexes of the Magadan regional library "What to Read About the Magadan Region" (1982), Sakhalin regional library Chekhov on Sakhalin (1982). Both indexes were finished and published taking into account remarks of the reviewer.

G.A. Ozerova behind work

Galina Aleksandrovna watched closely work of the colleagues, was the generous adviser and the strict critic by preparation of dissertation researches, praised, and criticized more often, always "by and large". In her letters, notes, personal meeting a lot of valuable advice and remarks was given by preparation of theses of "Siberians" - A.V. Suvorova, A.N. Lebedeva, V.P. Sokolova, A.N. Maslova.

Ozerova was a participant of many regional conferences and meetings on local history work of libraries, left for rendering the methodical help. She visited Novosibirsk, Khabarovsk, Kyzyl, Irkutsk. Vividly was interested in work of libraries, gave a valuable and wise advice as perfectly was guided also in theoretical questions of the local history bibliography, and in practice of work of libraries.

"Big sees at distance". Therefore right now, celebrating 100-year anniversary of Galina Aleksandrovna Ozerova, we address her heritage again and we can appreciate a contribution of it infinately of the person devoted to the business in the local history bibliography of Russia.
