Control system of social and economic development of Mordovia in the mid-sixties the 1970th years

In article on the example of Mordovia problems of reorganization of a control system of economy in the mid-sixties - the first half of the 1970th reveal. The author traces dependence of cost efficiency of reforms on concrete historical features and regional specifics.

Problems of the reorganization of the economy management system in the mid-1960s - early 1970s are revealed in the article by the example of Mordovia. The author discovers the dependence of the economic effectiveness of reforms on historical and regional features of the economy development.

Functioning of economy of Mordovia in the mid-sixties - took place the 1970th in conditions of the most radical for all years of the Soviet power of economic reform. In September, 1965 the plenum of the Central Committee of the CPSU adopted the resolution "About Improvement of Management of the Industry, Improvement of Planning and Strengthening of Economic Incentives of Industrial Production" which laid the foundation for transformations in national economy [3, page 640]. There were serious changes in management of economy, the economic mechanism changed.

A component of an economic reform was reorganization of a control system of economy. It was decided to liquidate territorial councils of the national economy and to carry out transition to the branch principle of management. Its realization in MACCP led to elimination of the Mordovian SNH. In February, 1966 in Saransk the XIX Mordovian regional party conference which actually summed up the results of activity of the Mordovian SNH and defined ways of carrying out economic reform in the republic took place. Ensuring high rates of development of the industry, radical shifts in its industry structure, increase in culture of production, quantitative and high-quality growth of workers and technical officers" [8, l were recognized as the major results ". 121].

Transfer of management of the industry on the branch principle, of course, did not mean refusal of Territorial Department, its elimination. In the republic the search of an optimum combination of the branch and territorial principles in management of a regional economic complex began [12, page 43]. As a result between public authorities of Mordovia and higher industry bodies which enterprises were located in the republic there were relations existing practically in

A special role in management of economy in Mordovia was played by party bodies, in particular the Mordovian regional committee of the CPSU on which plenums the problems of industrial development were considered repeatedly. So, in October, 1970 the XII plenum Mordovian OK the CPSU discussed an issue of tasks of the party organizations of the republic for acceleration of scientific and technical progress in the industry, construction, on transport and communication [11, l. 20]. Rather often questions of the industry were brought up on bureau Mordovian OK by the CPSU. For example, in April, 1968 on bureau the experience of the party organization of the Saransk instrument-making plant on improvement of quality of products [10, l was considered. 3]. The resolution allowing to present style of work of party bodies was accepted: "To oblige party bureau, administration of the plant persistently to continue work on introduction of the Saratov system of faultless production of products, to constantly increase the culture of production, it is more attention to pay to introduction of an industrial design, strengthening of labor and production discipline, reduction of turnover of staff..." [10, l. 5].

The central place in management of economy in the region was taken by legislative and executive bodies of MACCP which according to the Constitution of MACCP had to provide complex economic and social development of the region. They promoted implementation in the region of powers of the USSR, put into practice decisions of the supreme bodies of the government and management of the USSR. Authorities of MACCP on the questions relating to maintaining the republic coordinated and controlled activity of the enterprises of allied and republican (RSFSR) submission. In this way they created conditions for development of the republic as parts of a uniform economic complex of the USSR which is based on all-union territorial division of labor on a basis

state plans of economic and social development. The main actions for realization of this task were carried out by Council of ministers of MACCP which was engaged in ensuring optimum rates of development of social production, growth of national income and its distribution to territories of the republic. The Council of ministers of MACCP developed and submitted the current and long-term plans of development of the national economy and the government budget of the republic for consideration of the Supreme Council of MACCP, provided a combination of the branch and territorial principles of the management, coordinated and controlled activity of the ministries, departments, industrial enterprises in the territory of the republic.

The principle of a combination of interests of the center and the region in activity of Council of ministers of MACCP is accurately looked through on a concrete example. In April, 1969. The council of ministers of MACCP sent the certificate of work of the enterprises of Light Industry Ministry of RSFSR located in the territory of Mordovia to the planned and budgetary commission of the Soviet of Nationalities of the Supreme Council of the USSR. In it it was noted that in the territory of the republic 18 industrial enterprises subordinated to Light Industry Ministry of RSFSR were placed and it was specified that "in the expired three years of a five-years period of the Light Industry Ministries enterprise of RSFSR increased the number of industrial and production personnel, the cost of the fixed industrial and production assets and release of industrial output. Before reform along with the highly profitable plants and factories there were many unprofitable. Besides, at the same enterprise besides profitable types of products also unprofitable were issued. Therefore the enterprises sought to make "favorable" products and "beat off" unprofitable though it also was in demand. By means of reform it was supposed to level conditions of economic activity.

Transition to the system of economic incentives led to radical reorganization of work of the enterprises of Mordovia. The Saransk plant of dump trucks at which in the spring of 1967 conditions of transition to the system of economic incentives were analyzed can be an example. Serious shortcomings of work of the enterprise were originally revealed. It was noted that losses from marriage are considerable. It was specified that existence of own current assets exceeds the established norms, measures for reduction of excess stocks of material values (in warehouses is the excessive equipment for the sum of 82 thousand rubles) are insufficiently taken. It was underlined that non-productive expenses take place, only penalties for demurrage of wagons in the first quarter 1967 6600 rub were paid. The department of logistics which allowed deliveries to the plant of the materials which are not conforming to process requirements was subjected to serious criticism. There were defects in the organization and rationing of work. Analyses of use of working hours which highly skilled workers spent unproductively [7, l were extremely seldom carried out. 98]. On the basis of the analysis, internal reserves were revealed and concrete steps on production reorganization are planned. Among them a specific place was held by steps of administration of the plant on organization of labor taking into account activity of the enterprise at five-day week. Was

it is offered "to lead resolute fight against squandering", to achieve economic expenditure of material resources and money. Much attention was paid to improvement of quality of products [9, l. 2-5]. Similar processes took place also at other industrial enterprises.

Correction of a system of planning was an essential component of an economic reform. The former planned system did not interest the industrial enterprises in effective, high-quality work, limiting economic independence and an initiative. It was stated that it is possible to be interested in the enterprises on the basis of the principle of "individual share in income" - the more values created the enterprise for society, the large sum has to be deducted in its incentive fund irrespective of, these values within the plan or over it are made. Reform assumed to strengthen and improve central planning by bringing obligatory tasks to subjects of economic activity. Plans of the enterprises after coordination and the approval of the objemnonomenklaturny program completely were formed the enterprises.

Transition to the new system of planning generated at the enterprises of Mordovia conditions for development of routine planning which covered not only production, but also the social sphere. One of the first in the republic on this way the Elektrovypryamitel plant where in February, 1968 the bureau of planning was created went. Together with the staff of MSU of N.P. Ogarev it carried out a number of researches which formed a basis for development of the plan of complex social and economic development of the plant [6, page 57, 58]. It planned actions for introduction of the new equipment, a way of modernization of the plant, introduction of scientific organization of labor and management. The plan was in sufficient detail worked and coordinated to a direct work practice of the enterprise [5, page 326].

Development of development plans captured many industrial enterprises of Mordovia. In October, 1970 on the XII plenum of the Mordovian regional committee of party A.L. Chechkin noted: "Lately at many enterprises, long-term plans of modernization of production" [11, l are developed. 23].

The new principles of planning were the basis for development of the five-year development plan for the national economy of the USSR for 1966-1970 accepted by the XXIII congress of the CPSU. According to it the main directions of further development of industrial production Mordovian were defined by the ASSR. Nearly 3.5 thousand communists from 50 thousand attendees took part in discussions of the project of the main directions which took place at party meetings of the industrial enterprises. More than 115 thousand were present at manufacturing meetings, from them 4106 people acted [1, page 467]. Control tasks were determined by growth of the industry of Mordovia at a meeting of the republican and Saransk asset of the party which took place on March 4, 1966 on April 19, 1966 at a new meeting of a partkhozaktiv the final version of the plan in which the main attention was paid to the industries defining the place of Mordovia in all-Union division of labor was approved. High rates of development of mechanical engineering and metal working, chemical production, industry of construction materials were planned. Production of industrial output has to increase twice, including: electrotechnical and instrument-making - in

3 time, machine-tool constructing and tool by 4 times, production of cement by 1.9 times. Planned targets were determined by the concrete industrial enterprises of the republic. So, it was supposed that production at the Ruzaevka plant Khimmash will increase in a five-years period in
4 time, the instrument-making plant - by 3 times, the association "Lighting engineering" - by 2.2 times, at the Mordovenergo enterprises - by 2.3 times, at Alekseevsky cement works - by 1.9 times. Much attention in the five-year plan was paid to new industrial construction. On the basis of technical progress, improvement of the organization and improvement of working conditions, strengthenings of economic incentives labor productivity in the industry were planned to be increased by 38-40%. The volume of capital investments in economy of the republic was established of 635 million rubles that is 52.7% more, than for the last 5 years. In 1970 it was provided to develop industrial output in Mordovia on 1 billion rubles [4; 2, page 131, 132]. Considering that Mordovia to the middle of the 1960th became the industrial and agrarian region, and its economy began to function in essentially new conditions of economic reform, development plans for the industry for 1966-1970 were rather realistic.

The control system of regional economy in the second half of the 1960th - underwent the 1970th a number of serious changes. Their realization had to accelerate rates of dynamics of economy, lead to high-quality changes in social and economic development of the republic. However results of reforming were very modest, it was not succeeded to overcome shortcomings of an economic mechanism.
